According to the content of the petition sent by the Government Office to the Ministry of Construction in Official Dispatch No. 4814/VPCP-QHDP, voters hope that the Government will soon direct the implementation of social housing projects, prioritizing groups of subjects directly affected by the merger of administrative boundaries according to Resolution No. 60-NQ/TW (dated April 12, 2025) of the 13th Party Central Committee.
Responding to voters, the Ministry of Construction said that the National Assembly has issued Resolution 201/2025/QH15 (effective from June 1, 2025) with many specific policies and mechanisms on social housing, including specific regulations on accommodation support for officials, civil servants, and public employees who have to change their work location after the province's merger.
Three highlights of the new policy include: People who have a house but live far from their workplace will still be entitled to social housing support policies, depending on local conditions. State agencies, organizations, and socio -political organizations are allowed to rent social housing to arrange accommodation for officials, civil servants, and workers. The state budget will support the cost of renting social housing for officials and civil servants on the payroll who are paid by the budget, if there is an approved estimate.
Notably, the National Assembly Resolution also proposed the establishment of a National Housing Fund to invest in the construction of large-scale social housing projects, develop synchronous technical and social infrastructure, and create a housing fund for long-term lease to policy beneficiaries.

The establishment of this Fund will be a fundamental and sustainable solution to solve housing problems for newly merged provinces and cities, which will create new housing needs for a large number of civil servants, public employees, and workers in the political system and public authority.
Based on Resolution 201, the Prime Minister also issued Decision No. 444/QD-TTg dated February 27, 2025, assigning the target of completing social housing by 2030. Localities are required to supplement the socio-economic development plan and accelerate the implementation progress.
The Ministry of Construction said it has submitted to the Prime Minister a draft Decision to adjust social housing targets for the following years, ensuring that localities after the merger have sufficient legal tools and plans for synchronous implementation, without disrupting the supply of policy housing.
Arranging social housing for officials and civil servants after the province's merger is not only a matter of social security, but also a key step to stabilize the organizational structure, retain quality human resources and create motivation for officials and civil servants transferred to new workplaces.
Not letting the housing problem hinder the administrative merger process, the Ministry of Construction commits to coordinating with other sectors and drastically implementing social housing policies in a practical, sustainable manner that meets the needs of the transferred workforce.
