50% reduction on 46 fees and charges.

According to Circular No. 64/2025/TT-BTC, recently issued by the Ministry of Finance, which stipulates the collection and exemption of certain fees and charges to support businesses and people, 46 fees and charges will be reduced by 50% from July 1st to December 31st, 2026.

For example, the fee for issuing a license to establish and operate a bank is 50% of the fee stipulated in point a, Section 1 of the Fee Schedule in Clause 1, Article 4 of Circular No. 150 of 2016.

The fee for assessing business activities involving restricted goods and services in the commercial sector; the fee for assessing business activities involving conditional goods and services in the commercial sector for business entities that are organizations or enterprises; and the fee for assessing business activities involving conditional goods and services in the commercial sector for business entities that are household businesses or individuals shall be 50% of the fee rates stipulated in Article 4 of Circular No. 168 of 2016.

Circular No. 64/2025/TT-BTC also stipulates that the fees for entry and exit at airports for foreign flights arriving at Vietnamese airports shall be 50% of the fee rate specified in Clause 1, Article 4 of Circular 194 of 2016.

The fee for replacing or reissuing identity cards is 50% of the fee stipulated in Article 4 of Circular No. 73/2024/TT-BTC regulating the fee rates, exemptions, and payment procedures for replacing or reissuing identity cards.

With the reductions and application period as described above, this policy is expected to support people and businesses with approximately over 3,000 billion VND.
