In 2021, the Provincial People's Committee issued Decision No. 1495 approving the Project on administrative procedure reform in Lang Son province for the period 2021 - 2025 and orientation to 2030, setting out 6 specific goals and 6 tasks to be implemented. One of the goals of the project is to minimize the time for implementing administrative procedures; focusing on reviewing administrative procedures with a processing time of 3 days or more and not yet reviewed and reduced, to propose a reduction of at least 30% of the implementation time.
Ms. Hoang Thi Luan, Deputy Director of the Public Administration Service Center, Office of the Provincial People's Committee, said: Every year, we advise the Provincial People's Committee to issue plans for controlling administrative procedures, implementing the one-stop shop and one-stop shop mechanism; reviewing and evaluating administrative procedures to select proposals to reduce the processing time for administrative procedures closely related to people and businesses. In addition, we continue to review and propose to reduce the processing time for administrative procedures that have been approved by the Chairman of the Provincial People's Committee for reduction, but in reality, there is still room for further reduction.
In addition, the Provincial People's Committee also assigned the Provincial People's Committee Office to organize two training courses each year for the team of officials and civil servants at all levels on administrative procedure control, including reducing the processing time. In addition, agencies and units with administrative procedures to be reviewed for reduction also arrange qualified officials and civil servants to conduct the review seriously and in accordance with the prescribed procedures. Accordingly, from 2021 to present, the Chairman of the Provincial People's Committee has approved a plan to reduce the processing time for 484 administrative procedures, the reduction rate each year has exceeded the set plan (minimum reduction of 30% of the total processing time). Specifically, in 2021 it will reach 37.03%; in 2022 it will reach 39.2%; in 2023 it will reach 37%; in 2024 it will reach 33.8%; in 2025 it will reach 30.29%. The approved procedures have brought many benefits and conveniences to people and businesses.
Ms. Hoang Thi Vu, Cay Hong village, Chi Lang commune shared: At the end of August 2025, I went to the Commune Administrative Service Center to complete the procedure for confirming household registration information. I learned that the processing time for this procedure has now been shortened from 3 days to 2 days. Thanks to that, I do not have to wait long, and receive results sooner and more conveniently. I hope that many more procedures will continue to be shortened so that every time I need to do administrative procedures, I will no longer have to worry about time.
Along with that, implementing Resolution No. 66 dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026. The Provincial People's Committee has promptly developed an implementation plan with targets on reducing and simplifying administrative procedures related to production and business activities. At the same time, the Provincial People's Committee assigned the Provincial People's Committee Office to guide and urge agencies and units to carry out statistics, review and simplify administrative procedures related to production and business activities, promptly support and remove difficulties and obstacles in the implementation process. Accordingly, agencies and units under the Provincial People's Committee shall reduce and simplify administrative procedures prescribed in documents of the People's Council and People's Committee at the provincial level under the management of the industry with contents on reducing and simplifying administrative procedures based on technology application and data reuse.
Reducing the time limit for handling administrative procedures is not simply a matter of shortening a few days of processing documents, but more importantly, it demonstrates the determination to build a service-oriented, modern, and transparent administration. Currently, the 2-level local government has been in operation for more than 3 months, the issue of reducing and simplifying administrative procedures, especially those related to life, production, and business activities, has been directed by the Government to promote review and implementation. Therefore, in the coming time, the Provincial People's Committee will continue to direct the Provincial People's Committee Office to monitor and guide agencies and units, organize training conferences and exchanges, and provide direct support to improve the quality of reviewing and evaluating administrative procedures, ensuring quality, substance, and efficiency.
