Speaking at the meeting, delegate Nguyen Huu Thong expressed his high agreement with the National Assembly's Supervision Report. The delegate affirmed that the selection and implementation of the supreme supervision topic "The mobilization, management and use of resources for the prevention and control of the Covid-19 epidemic; the implementation of policies and laws on grassroots health care and preventive medicine " was very correct and accurate.
According to delegate Nguyen Huu Thong, the context for implementing this topic is in the context of the country going through an extremely difficult, painful, and unprecedented period of fighting the epidemic. Through that, we see the spirit of solidarity and love of the Vietnamese people, "the healthy leaves cover the torn leaves", "sharing the sweet and the bitter", the image of white-shirted angels, soldiers, and armed forces helping people prevent the epidemic, buy food... "
However, through the Covid 19 pandemic, we see more clearly the greed of some people, including those in positions of power, who have taken advantage of the loss and pain of the people and the country to collude and intentionally violate the law to illegally enrich themselves. And in fact, they have been severely punished by the law," said delegate Thong.
According to the delegate, through the pandemic, we have seen the care of the Party and the State for the health of the people. All levels and sectors have institutionalized the Party's policies, conclusions and directives of the Politburo and the Secretariat, through hundreds of documents and thousands of instructions on disease prevention and control and the mobilization, management and use of resources for Covid-19 prevention and control in the area. Party and State leaders stayed up all night to direct disease prevention and control, went to epidemic areas to visit and encourage people... As a result, we have effectively prevented the disease and achieved great achievements in economic development.
Reflecting on the shortcomings and loopholes in supervision, delegate Nguyen Huu Thong shared the thoughts of a doctor when the National Assembly Delegation of Binh Thuan province went to supervise, this is also the thoughts of many doctors and medical staff. That is, during the process of preventing and fighting the epidemic, the medical staff and doctors tried their best to have equipment to save the lives of patients. However, after the epidemic, the task that took up a lot of time and mind of many doctors and medical staff was to prepare explanations, clarify the mobilization of resources, and return equipment to businesses and organizations. Besides, another worry and concern is how to repay businesses for medical supplies and medicines in urgent situations that were borrowed in advance to treat patients. Now businesses are constantly demanding debt but there is no basis for repayment...
Also according to delegate Nguyen Huu Thong, regarding primary health care and preventive health care, investment is not satisfactory and not commensurate with the viewpoint that "preventive health care is the key, primary health care is the foundation". The financial mechanism for primary health care activities is slow to innovate. Conditions for drugs and medical equipment at commune health stations are not guaranteed to perform assigned tasks. Resources from the state budget are still limited and the proportion of expenditure on medical examination and treatment covered by health insurance at primary health care facilities is still low while the demand for health care of people at primary health care facilities is increasing and the demand for investment in primary health care facilities is increasing. There are still problems in payment and settlement of medical examination and treatment costs covered by health insurance, and especially human resources have not received due attention...
To address the above shortcomings, delegate Nguyen Huu Thong recommended that the Government continue to improve the institutions, policies and laws related to the mobilization, allocation, management and use of resources for epidemic prevention and control: Have a separate mechanism to implement procurement for epidemic prevention when epidemics similar to Covid-19 appear, avoiding passivity, surprise and confusion. Direct relevant agencies and units to promptly resolve payments for the purchase and borrowing of medical supplies, chemicals, protective clothing, etc. to serve epidemic prevention for businesses.
In addition, to ensure human resources for the Health Station in primary health care for people and epidemic prevention and control in the current period, it is necessary to adjust the staff ceiling. Specifically, following the calculation method of Joint Circular No. 08 of the Ministry of Health and the Ministry of Home Affairs on guidelines for career staffing levels in state-owned health facilities, it is proposed to increase from the current no more than 10 staff/station to a maximum of no more than 20 staff/station.
On the other hand, increase investment in equipment at the grassroots level to improve medical examination and treatment at health stations, especially health insurance examination and treatment to ensure efficiency, reducing pressure on upper-level hospitals. At the same time, continue to have appropriate policies and solutions to attract doctors, physicians, and nurses to serve at hospitals, especially at the grassroots level, in the face of the increasing trend of medical staff quitting their jobs. Quickly adjust Decree No. 56 of the Government stipulating preferential allowances according to profession for civil servants and public employees working at public health facilities so that medical staff can ensure their lives and stick with their profession.
