As a Muong ethnic, currently a Justice - Civil Status officer and one of the 6 legal propagandists of Xuan Thuy commune, Mr. Bui Van Nam has a good understanding of the economic conditions, culture, and customs of the locality. Mr. Nam expressed that Xuan Thuy commune is mainly inhabited by ethnic minorities, the people's lives are still difficult, there are still some backward customs and practices, including early marriage; people's understanding of the law is still limited. As a legal propagandist of the commune, he feels the responsibility to perform his duties well to contribute to improving people's understanding of the law.

Mr. Nam said that as a local, he has the advantage of knowing the ethnic minority language, so when propagating, PBGDPL in general and TH-HNCHT in particular, people will easily access, so the quality of propaganda is also more effective.

Besides, he always strives to improve his skills and knowledge, especially the necessary legal knowledge to apply to the actual conditions and situations in the locality; fully participates in training conferences to improve skills and capacity for the legal propaganda team organized by the district or province.

According to Mr. Bui Tien Dat, Vice Chairman of Xuan Thuy Commune People's Committee: Xuan Thuy Commune People's Committee always identifies the work of propaganda and legal dissemination as a key task of the locality, therefore, the locality always pays attention to the team of legal propagandists: The commune has issued Decision No. 20/QD-UBND dated February 7, 2023 on recognizing 6 legal propagandists, members of mass organizations such as: Youth Union, Women's Union, Veterans Association, Fatherland Front, Farmers' Association and Justice officers. Plan 62/KH-UBND dated June 3, 2024 on Implementing the Project "Improving the capacity of the team of legal propagandists to conduct legal dissemination in ethnic minority and mountainous areas in the period of 2021-2030" in Xuan Thuy commune.

Accordingly, the Project implementation period is from 2024 to the end of 2030, phase 1 from 2024 to 2025 with the goal of increasing the number of legal propagandists in ethnic minority and mountainous areas trained and fostered in ethnic minority languages ​​by at least 20% compared to the number in 2023; adding at least 10% of the legal propagandists who are ethnic minority cadres, civil servants and public employees compared to 2023; each hamlet has at least 1 legal propagandist who is an ethnic minority or knows the ethnic minority language; including priority in selecting and fostering hamlet chiefs and prestigious people in ethnic minority areas;...

Phase 2 goal from 2026-2030, ensuring 100% of legal propagandists in ethnic minority areas are trained and fostered with legal knowledge and legal dissemination skills appropriate to the target audience, field, and location...

In recent years, the legal propaganda team has been very active in coordinating propaganda and dissemination of legal knowledge on contents such as: Law on Marriage and Family, Law on Civil Status, Law on Gender Equality, Law on Prevention of Domestic Violence... Thereby contributing to raising people's awareness of law compliance, especially on TH- HNCHT.

Capacity building for legal propaganda team

According to Mr. Pham Van Kha, Head of the Justice Department of Kim Boi district, in 2023, the Justice Department advised the District People's Committee to issue Decision No. 5351/QD-UBND dated August 11, 2023 of the Kim Boi District People's Committee on the consolidation of the District Legal Dissemination Coordination Council. Currently, the District Legal Dissemination Coordination Council has 27 members, including the Vice Chairman of the District People's Committee as Chairman of the Council, the Head of the Justice Department as Vice Chairman of the Council and leaders of agencies, departments, branches and unions in the district as members.

The team of legal propagandists has actively contributed to bringing legal policies into people's lives.

The team of legal propagandists at the commune level in the whole district is 140 people, of which 98 people participate in direct dissemination of law; 159 Mediation Teams with 1,160 Mediators,

In order to improve the effectiveness of the work of PBGDPL, Kim Boi district pays attention to training and improving the capacity of cadres and civil servants working on ethnic affairs, and the team of reporters and propagandists of the law. Cadres and civil servants are sent to fully participate in training courses to improve the capacity of cadres and civil servants working on ethnic affairs organized by the Provincial Ethnic Committee...

Recently, Kim Boi district issued Plan No. 117/KH-UBND dated May 23, 2024 of Kim Boi District People's Committee on implementing the Project "Improving the capacity of legal reporters and legal propagandists to implement legal dissemination and education in ethnic minority and mountainous areas for the period 2024 - 2030" in Kim Boi district.

The plan clearly states the purpose of training and improving the capacity of legal reporters and propagandists, which have an important impact on the effectiveness of legal dissemination activities in ethnic minority and mountainous areas.

Promote the role and responsibility of the entire political system; strengthen coordination between agencies and organizations participating in building, improving the quality and effectiveness of the team of legal reporters and legal propagandists in ethnic minority and mountainous areas. Deploy the tasks and solutions of the Project in sync and integration with the National Target Program 1719.

Implementation period from 2021 to the end of 2030. The goal is that by the end of 2030, the number of legal reporters and legal propagandists in ethnic minority and mountainous areas trained and fostered in ethnic languages ​​will increase by at least 50% compared to phase 1. Continue to improve and supplement the team of legal reporters and legal propagandists. Ensure an increase of at least 25% in the number of ethnic minority cadres, civil servants and public employees participating as legal reporters compared to phase 1.

By the end of 2030, each village and area will have at least 02 legal propagandists who are ethnic minorities or know the ethnic minority language. Ensure that 100% of legal reporters and legal propagandists in ethnic minority and mountainous areas are trained and fostered in legal knowledge and legal dissemination skills appropriate to the target audience, field and locality.

It can be seen that the legal propagandists have actively contributed to the propaganda and dissemination of legal knowledge in the district, thereby bringing legal policies into the practical life of the people, including the Law on Marriage and Family. With the goal of soon pushing back and eventually eliminating TH-HNCHT in Kim Boi district.
