Widespread influence
Hung Son is a particularly disadvantaged commune in Kim Boi district, with ethnic minorities accounting for up to 95% of the population, mainly the Muong and Dao people. In recent years, Hung Son has implemented many solutions to reduce child marriage, but child marriage still persists.
According to Bui Van Tinh, Vice Chairman of the People's Committee of Hung Son commune, the People's Committee assigns the Justice - Civil Registry and Culture - Social Affairs officials, along with commune and village organizations and associations, to regularly integrate the dissemination of information about child marriage into village and hamlet meetings. When cases of child marriage are detected, the Justice - Civil Registry and Culture - Social Affairs officials, along with commune and village organizations and associations, directly conduct awareness campaigns and persuasion efforts, resulting in many successful cases.
For example, in 2021, when it was learned that a 17-year-old female citizen (of the Muong ethnic group, currently in 11th grade) intended to marry a Dao man from Suoi Kho hamlet (a man of legal age), the Justice-Civil Registry, Culture-Social Affairs officials, along with community organizations at the commune and village levels, visited both families to educate and persuade them. After being educated and persuaded, the girl's family understood and agreed not to hold the wedding, but the boy's family initially insisted on the marriage. However, after persistent education and persuasion, the boy's family realized that child marriage was against the law, and the wedding was stopped.
However, despite awareness campaigns, many cases still persist where people intentionally marry young. Therefore, the local authorities always recognize the need to intensify propaganda efforts to raise public awareness. According to Mr. Tinh, among the various forms of legal education and dissemination, theatrical performances and interactive activities are the most effective.
Mr. Tinh said that in 2023, the commune was allocated 28 million VND to implement the content of legal education and dissemination and propaganda among ethnic minority people under Sub-project 1, Project 10, National Target Program for socio -economic development in ethnic minority and mountainous areas giai đoạn 2021-2030 (National Target Program 1719). Accordingly, each village and hamlet will prepare cultural performances such as dances, songs, folk dances, and especially create short plays on the theme of legal education and dissemination regarding marriage and family life. The program is organized over one day with many contents such as: sports competitions; cultural exchange; and propaganda on marriage and family life through theatrical performances with the participation of a large number of people of all ages in the villages and hamlets.
According to Mr. Tinh, throughout the preparation and rehearsal process leading up to the event, the program attracted the attention, participation, and support of the people, resulting in a very wide reach. Through this, the people's knowledge of the law regarding marriage and family matters has gradually improved.
Improve the effectiveness of propaganda work.
Currently, the Kim Boi District Council for Coordination of Legal Education and Dissemination has 27 members, including the Vice Chairman of the District People's Committee as the Chairman, the Head of the Department of Justice as the Vice Chairman, and leaders of agencies, departments, and mass organizations in the district as council members.
Implementing Sub-project 2 on Minimizing Domestic Violence in Ethnic Minority and Mountainous Areas, under Project 9, National Target Program 1719, the Kim Boi District Justice Department organized 43 conferences to disseminate and educate on the law on "Minimizing Domestic Violence" in ethnic minority and mountainous areas in 2023, with 2,845 participants in 17 communes and towns; integrating the dissemination of legal education on "Minimizing Domestic Violence" into the 17 communes and towns for village officials, influential people, youth, women, parents of students, and the general public.
According to Ms. Quach Thi Van, Deputy Head of the Justice Department of Kim Boi District, in 2023 and 2024, the Justice Department organized cultural exchange programs on "Minimizing the Harmful Effects of Marriage and Family Law" in ethnic minority and mountainous areas in Xuan Thuy, Hung Son, Nuong Dam, Sao Bay, My Hoa communes, etc. The program attracted the participation of amateur actors from villages with many good and meaningful skits about the harmful effects of marriage and family law; thereby raising awareness and compliance with the law on marriage and family among the people.
According to Ms. Van, in reality, when organizing conferences to disseminate information on legal education and training at the commune level, the effectiveness is lower because legal education is somewhat dry and people find it harder to accept. Furthermore, the target audience, students, who are the most important to be educated, are few or none because students are attending school.
The Deputy Head of the Justice Department of Kim Boi District believes that among the various forms of legal education and dissemination, cultural exchange and theatrical performances are the most effective. This is because when organizing cultural exchange programs, the performers are ordinary people from all villages and hamlets in the district; the chosen location for the exchange is focused, attractive, and capable of gathering a large number of people.
Furthermore, the diverse range of theatrical performances caters to a wider audience; they are visually appealing; and when promoting the "Learning and Living in Harmony" campaign, the characters in the plays are relatable to local people, making them easily understandable to viewers. Therefore, this form of propaganda, cultural exchange, and theatrical performance is highly effective and widely disseminated to all segments of the population. Consequently, the Department of Justice will continue to promote this activity in the future.
