The village of Dam Sang in Van Thuy commune is predominantly inhabited by the Muong ethnic group. While some neighboring villages have experienced cases of child marriage in recent years, Dam Sang village has had no cases of child marriage or consanguineous marriage. This result stems from the efforts of local Party committees, authorities, and influential individuals in effectively disseminating information and mobilizing support to prevent child marriage and consanguineous marriage.
In a conversation with us, Mr. Bui Van Rau, a respected figure in Dam Sang village, recounted: he previously served as the head of the village's Veterans Association, and in 2020 he was elected as a respected figure and also the head of the village's Senior Citizens Association.
Noticing that child marriage still occurred in some neighboring villages, and fearing that the young people in his village might follow suit, Mr. Rau actively coordinated with the commune and village organizations, regularly mobilizing the people to comply with the Party's guidelines and policies, the State's laws and regulations, and the Law on Marriage and Family. He also advised his children, relatives, and neighbors to focus on their studies for a better future and not to drop out of school and marry early.
Mr. Rau recounted that, to improve his skills in disseminating information and mobilizing the people, he actively participated in training sessions organized by the Provincial Ethnic Affairs Committee, the Department of Justice, and the Ethnic Affairs Departments of the district and commune. When talking to Bui An Khang, a 5th-grade student at Thuong Bi Primary and Secondary School and the grandson of Mr. Rau, about basic information regarding child marriage, Khang showed great understanding and clearly stated that the legal marriage age for men is 20 and for women is 18. Khang emphasized that he learned this knowledge from school and that his grandfather shared it with him at home.
Mr. Bui Van Hop, Deputy Head of the Ethnic Affairs Department of Kim Boi district, said that besides Mr. Bui Van Rau, Kim Boi district also has many exemplary influential figures in disseminating legal education on preventing child marriage and consanguineous marriage among ethnic minority communities, such as: Mr. Trieu Luc Lien, Dao ethnic group (Ba Ra village, Hung Son commune); Mr. Duong Minh Dung, village elder and influential figure of the Dao ethnic group (Thung Dao Bac hamlet, Tu Son commune);…
Currently, Kim Boi district has 158 influential figures among ethnic minority communities, including the Muong, Dao, and Tay ethnic groups. These figures include village elders, village heads, retired officials, and shamans.
Over the years, the District People's Committee has assigned the Ethnic Affairs Department to coordinate with relevant agencies, units, specialized departments, and the People's Committees of communes and towns to effectively implement policies for influential individuals. Specifically: giving gifts to influential individuals during the Lunar New Year; visiting influential individuals and their relatives who are ill or have passed away; providing training, education, and information to influential individuals; organizing delegations of influential individuals to visit and exchange experiences in other localities; providing newspapers and magazines to influential individuals, etc.
The effective implementation of policies has created momentum for influential individuals to effectively play their roles in all areas of social life, especially in disseminating information and mobilizing the people to properly implement the State's policies and laws, including those related to marriage and family, and the prevention of child marriage and family disputes.
"Esteemed individuals are those who are close to, intimately connected with, and have a voice in the community. Therefore, in the work of propaganda, mobilization, and prevention of child marriage, influential individuals always take the lead in persuasion and advocacy. As a result, the rate of child marriage has decreased year by year," emphasized Mr. Bui Quang Hop, Deputy Head of the Ethnic Affairs Department of Kim Boi district.
