Potential for commune development
The Olympic Sports City is identified as a flagship project of the Capital in its new development phase, aiming to create a modern sports urban complex capable of hosting major continental and international sporting events, such as the ASIAD or the Olympic Games.
The project is being implemented in 11 communes: Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Binh Minh, Tam Hung, Thanh Oai, and Dan Hoa, with a total research area of approximately 9,171 hectares. The projected population for the entire area is approximately 751,000 people. The preliminary total investment capital is over 925,651 billion VND, divided into 4 development zones, of which zone B is the core urban sports area with a world-class sports complex and stadium.
Given its large scale and wide scope of impact, the project directly affects the lives, livelihoods, and living spaces of people in southern Hanoi . Therefore, gathering community opinions and creating social consensus are identified as key factors in ensuring the project is implemented correctly, on schedule, and sustainably.
In Tam Hung commune, one of the areas located in zone B, the commune leaders believe that the planning orientation for the Olympic Sports Urban Area is consistent with the goal of building Tam Hung into an inner-city expansion of Hanoi's central urban area, developing according to a modern, smart, sustainable, and compact urban model based on the TOD (Transit-Oriented Development) model. According to Nguyen Thu Son, Vice Chairman of the Tam Hung Commune People's Committee, the project is also expected to create momentum to promote the development of services, trade, and logistics, while simultaneously increasing land value and improving the quality of life for residents.
According to Nguyen Xuan Phong, Secretary of the Party Committee and Chairman of the People's Committee of Ngoc Hoi commune, the implementation of the Olympic Sports Urban Area construction project passing through the commune is an important milestone, opening up new development opportunities for Ngoc Hoi in the process of urbanization and integration with the Capital. Once the Olympic Sports Urban Area is established, the technical and social infrastructure will be systematically invested in; service, trade, sports, and tourism sectors will have the conditions to develop..., creating more jobs, increasing income, and improving the material and spiritual quality of life for the people.
Alongside the excitement and expectations, there are also legitimate concerns and anxieties among some residents regarding the project's direct impact on land, livelihoods, and daily life in the commune. "I believe that with the close attention and guidance of the City Party Committee, the close coordination of all levels and sectors, and above all, the spirit of unity and consensus among officials, Party members, and the people of Ngoc Hoi commune, the Olympic Sports Urban Area construction project will be implemented smoothly and on schedule, becoming a new development highlight, contributing to building Ngoc Hoi in particular and Hanoi in general into an increasingly civilized, modern, prosperous, and sustainable city," emphasized Nguyen Xuan Phong, Secretary of the Party Committee and Chairman of the People's Committee of Ngoc Hoi commune.
Agreeing with the main policy
Not only Tam Hung and Ngoc Hoi, but many other communes, such as Hong Van, Thuong Tin, Thuong Phuc, Chuong Duong, Dan Hoa, Binh Minh, and Thanh Oai, have expressed their agreement with the orientation to form a large-scale urban complex of sports and services, seeing this as an opportunity for the southern area of the capital to transform strongly and narrow the development gap with the central area. Residents expect the project to create more jobs, open up opportunities for career changes, develop trade and services, and improve income and living standards.
Mr. Nguyen Trung Dung (Hong Van commune) expressed his wish that the implementation of the Olympic Sports Urban Area Project would continue to be carried out openly and transparently by the relevant authorities and the investor, with full consultation with the people at each stage. Mr. Dung believes that this is a large project with long-term significance for the development of the area; therefore, ensuring a balance of interests between the State, businesses, and the people is crucial to creating high consensus and ensuring the project's smooth and timely implementation.
Notably, public consensus is not only demonstrated through support for the general policy, but also through a spirit of frank and responsible contribution of opinions, and a desire for the project to be implemented transparently, scientifically, and in harmony with interests.
At community consultation meetings, representatives from villages and residential areas raised many practical suggestions. One of the emphasized proposals was the full public disclosure of planning documents so that people could easily access, monitor, and supervise the implementation process. Many opinions suggested that posting planning documents at the village or residential area's cultural center would increase transparency, build trust, and reassure the people.
Mr. Duong Dinh Tuong (Thuong Phuc commune) believes that, along with the project implementation, relevant authorities need to pay special attention to ensuring the legitimate rights and interests of people in the affected area. He hopes that compensation, support, and resettlement will be carried out openly, transparently, and in accordance with regulations, with appropriate resettlement arrangements, creating conditions for people to quickly stabilize their lives, feel secure, and agree with the project implementation plan.
Mr. Nguyen Van Minh from Dan Hoa commune requested that the investor and consulting unit pay special attention to preserving existing residential areas, minimizing relocation and land clearance in areas that are already established. This is considered a crucial factor in ensuring stable living conditions, avoiding unnecessary disruption, and preserving cultural values and traditional village life.
Many residents of Thanh Oai commune also focused on technical infrastructure issues, especially transportation and drainage, expressing their desire for the new urban area's infrastructure to be seamlessly integrated with existing infrastructure, ensuring no traffic congestion and no localized flooding in existing residential areas. The placement of waste collection and transfer points needs careful consideration to ensure environmental hygiene and urban aesthetics.

Furthermore, some residents of Thanh Oai and Binh Minh communes believe that for households affected by the loss of agricultural land, a major request is the need for a plan to facilitate career chuyển đổi and create sustainable jobs. Residents hope to have access to vocational training programs and job support linked to the service, trade, tourism, and sports sectors that will be developed within the Olympic sports urban area.
The issue of resettlement is also of particular concern to the people. Ms. Doan Thi Vinh (Dai Thanh commune) shared that, through monitoring the mass media, the local people expect the project to significantly improve the technical infrastructure, transportation, and environmental landscape, gradually changing the appearance of the area towards a civilized and modern direction...
Besides expressing their agreement, the people also hope that Party committees, government agencies, and investors will continue to pay attention to and strictly implement legal regulations on land management and construction investment during the implementation process; ensure transparency in compensation, support, and resettlement; and promptly…
"Our people also request that resettlement areas be located within the commune or in neighboring areas, convenient for daily life, production, and maintaining community relations. The planning of public cemeteries also needs to be considered in accordance with the customs, traditions, and actual needs of the local people," Ms. Vinh added.
Based on feedback gathered at the grassroots level, the public's consensus on the Olympic Sports City project is not merely a formal agreement, but is linked to specific responsibilities, rights, and expectations. People support the project because they see long-term development opportunities for the locality, but they also want their voices to be heard and their opinions taken seriously.
According to Nguyen Dang Viet, Chairman of the People's Committee of Binh Minh Commune, gathering community opinions is not only a step in the planning process but also a crucial requirement to ensure social stability and improve urban governance in the future. Consensus from the grassroots level is the solid foundation for a large and complex project like the Olympic Sports Urban Area to be implemented smoothly, in the right direction, and to achieve overall effectiveness.
