Infrastructure highlights

One of the projects that the people, local authorities as well as businesses in the mountainous areas of A Luoi and Phong Dien are most looking forward to is the early implementation of investment procedures to upgrade and renovate National Highway 49F from Ho Chi Minh Road to Hong Van Border Gate. This is a key traffic route that not only serves the transportation of goods from Laos to seaports but also improves the efficiency of industrial parks and border economic zones of the city, develops trade, services and tourism activities between the two countries in conjunction with strengthening national defense and security.

National Highway 49F is currently the shortest route connecting Hong Van border gate to Phong Dien seaport, Hue city, about 100km long. Of which, the first section of the route, 17km long, from National Highway 1A to Phong Dien port, has been invested by the city and put into operation since September 2025; the last section of the route, from Ho Chi Minh road to Hong Van border gate, about 13km long, has been upgraded and expanded by the Ministry of Construction , expected to be completed in 2026. The remaining section, 70km long, from National Highway 1A to Ho Chi Minh road with a total investment of about 5,500 billion VND, is currently implementing procedures and balancing resources for investment.

In addition to National Highway 49F, many key traffic routes have been started and are being implemented, such as the project to expand the La Son - Hoa Lien expressway to 4 lanes. Mr. Tran Duc Hiep, Director of the La Son - Hoa Lien Project Management Board (under the Ho Chi Minh Road Project Management Board) said that the project to expand the North - South expressway in the east of the La Son - Hoa Lien section through Hue City has reached about 55% of the progress. The contractor is mobilizing maximum human resources and vehicles, taking advantage of favorable weather to speed up the construction volume at the construction site, meeting the signed contract schedule.

According to the Department of Construction, the city has been implementing many key projects and projects to gradually complete the internal and external traffic system, creating a seamless connection between the central urban area and the suburbs. The urban infrastructure and traffic system has undergone fundamental changes in recent times, meeting the needs of people and businesses.

Investment projects for the external transport system managed by the locality, the routes connecting the central urban area and satellite cities are currently progressing well, ensuring the requirements are met. The coastal road project and the Thuan An seaport overpass completed the seaport overpass in April 2025, and currently the relevant units are speeding up the site clearance progress for the section leading to the bridge. The Nguyen Hoang road and Huong river overpass project has technically opened Nguyen Hoang bridge to traffic, put it into use and is continuing to implement the site clearance work for Nguyen Hoang road.

In addition, the city is speeding up the progress of site clearance and implementing the project of To Huu road extension to Phu Bai airport; Ring Road 3. In 2025, the following projects will be completed: Phong Dien - Dien Loc rescue road, upgrading Provincial Road 15, Phu Da urban infrastructure (old), the program to develop type II urban areas (green urban areas), completing procedures to implement projects of Binh Thanh bridge, bridge over Tam Giang lagoon connecting Phu Da - Phu Vinh communes...

According to the Department of Construction, the city continues to urge and monitor the progress of commercial infrastructure investment projects to meet the shopping needs of residents and tourists. Some key projects have been deployed and put into operation, including: Aeon Mall Hue Commercial Center has been completed and is operating stably; continuing to deploy the Commercial - Service Center Project in Tu Ha Ward (old); Menas Zone Vy Da commercial - service complex following the "commercial - entertainment - culinary" model; researching investment in Hue Times Square commercial - service complex on Le Loi Street.

Decentralization and management delegation

At the 11th session of the Hue City People's Council, term VIII, 2021 - 2026, which took place on December 8 and 9, reporting on the implementation of urban tasks in 2025 and tasks and solutions in 2026, the Urban Committee recommended that the City People's Council and People's Committee promptly remove difficulties and obstacles in performing tasks in the urban sector. Accordingly, the 2-level local government has been in operation for more than 5 months, but some areas have not yet issued regulations on decentralization and delegation of powers in state management, leading to confusion among units and localities in organizing implementation.

The Urban Committee also requested the City People's Committee to direct relevant sectors to study and adjust the urban development program and urban classification project in accordance with the 2-level local government model. Focus on reviewing and promptly promulgating regulations on decentralization and delegation of authority in state management of architecture and urban infrastructure, especially in the fields of traffic, lighting, and trees. At the same time, promptly promulgate regulations on urban architecture management in the city, regulations on investment, management, and operation of lighting systems in the area. Decentralize the appraisal of feasibility study reports on construction investment, economic and technical reports on construction investment, etc.

Currently, within the newly formed commune-level administrative units after the reorganization, there is no unified planning for management; some planning of each old commune and ward is no longer suitable. Therefore, the City People's Council proposed that the City People's Committee focus on directing units and localities to study and organize the integration into planning according to commune-level administrative units on the basis of inheriting the approved planning of the old communes and wards, combining with adjusting the contents that are no longer suitable. In addition, the City People's Committee needs to focus on mobilizing, allocating and maximally using resources to invest in building and developing a synchronous and modern economic-technical infrastructure system, especially the urban transport system, inter-regional connectivity, with dynamic, spreading and creating new development space, contributing to promoting the sustainable socio-economic development of the city. Speed ​​up the implementation of Plan No. 374/KH-UBND dated September 5, 2025 of the City People's Committee on organizing urban and rural planning in the city for the period 2025 - 2030; synchronously implement boundary marking according to the plan; prioritize resource allocation to synchronously implement the preparation of general planning for new communes after administrative unit arrangement; increase the coverage rate of zoning plans and detailed plans, create favorable conditions for calling for and promoting investment and promoting digital transformation and application of information technology.
