From strategic direction to specific goals

Mr. Nguyen Dai Hung and his wife, residing in My Thuong Ward (Hue City), recently decided to buy a VinFast electric car to run a transportation service business and serve their family. “Electric cars are quite smooth, make little noise and reduce environmental pollution. I chose to buy an electric car not only for the above reasons but also because the price is reasonable, suitable for my needs and preferences,” Mr. Hung shared.

According to the plan of the Hue City People's Committee, starting from 2025, 100% of newly invested and replaced buses in the whole area will have to use electricity or green energy. At the same time, in the period from 2025 to 2030, at least 60% of taxi vehicles and 30% of passenger transport vehicles under new investment contracts and replacements must also switch to using electric cars.

This is not just a technical or technological step, but demonstrates a long-term strategic development mindset to reduce air pollution, noise, save energy, and help the city catch up with international standards in the field of sustainable transportation.

To realize the above goal, Hue City has determined that developing charging station infrastructure is a prerequisite. From there, the city has set out a plan to basically complete the charging station system for electric vehicles participating in passenger transport by the end of 2025.

By 2030, the charging station system will be covered throughout the area; in which, each commune and ward must have a charging station to meet the needs of individuals and organizations. Currently, Hue has a VinFast charging station system in operation, but it is worth noting that the city will not depend on a single investor, but will continue to plan expansion, attract diverse social resources, combine public investment to form a comprehensive network of charging stations, located in strategic locations such as: bus stations, rest stops, gas stations, parking lots, tourist areas, train stations, airports and traffic hubs.

The Key to Transformation

In Plan No. 305/KH-UBND of Hue City People's Committee recently, it shows that the conversion to green energy in transportation is a key task to implement green growth and sustainable urban development.

To promote this process, Hue City has developed a comprehensive support policy package, including: Financial support when businesses or people invest in new electric vehicles; bank interest rate support for loans to invest in vehicle conversion; preferential charging electricity prices, priority routes and operating areas; preferential land rent and access to land funds to invest in charging stations; ensuring a stable and continuous power supply for charging stations in the area.

These supports will help reduce the burden of initial investment costs, which is one of the biggest barriers that makes transport businesses hesitant to switch to electric vehicles. On the other hand, priority policies for operations (routes, parking areas, exploitation...) will bring a clear competitive advantage to businesses that are pioneers in using electric vehicles.

In practice, other localities that have piloted the use of electric cars have shown clear economic and environmental benefits. Electric cars operate smoothly, do not make noise, do not emit toxic gases, and improve the quality of life for urban residents, especially sensitive groups such as children, the elderly, and people with respiratory diseases.

In the long term, electric vehicle development also promotes the development of supporting industries, from the production of components, batteries, smart transport management software to the ecosystem of charging services, maintenance, human resource training...

However, to achieve social consensus, Hue City identified that communication and mobilization of people and businesses to participate in converting gasoline and diesel cars to electric cars is an important task. In particular, it is necessary to widely communicate about the economic and health benefits of using electric vehicles; transparent conversion roadmap and specific incentives for people to easily access; strengthen education and training of human resources for operating and maintaining electric vehicles; apply smart transportation and digital technology to effectively manage and operate electric vehicles.

Hue City is also researching the integration of a green vehicle monitoring system, electric vehicle identification, and parking priority, creating a comprehensive electronic traffic management network, contributing to scientific and transparent management.

Green energy transition in the transportation industry cannot be a story of one year or one term but is a long-term journey, requiring perseverance, methodical investment and especially close coordination between the government, businesses and people.

Hue City is showing great determination with a clear roadmap, specific policies and goals in line with global trends. If implemented synchronously and effectively, this plan will not only contribute to reducing emissions and protecting the environment but also position the image of a heritage - green - smart, livable and sustainable urban area in the future.
