The interdisciplinary delegation was chaired by Mr. Nguyen Thien Binh - Deputy Director of the Department of Culture and Sports of Hue City and Head of the delegation. Attending were representatives of 25 business units operating in the field of bars, pubs, beer clubs in Hue City.
At this activity, the Interdisciplinary Delegation disseminated the responsibilities of business establishments and similar types in the city. In particular, it was noted that bar, beer, beer club, pub and similar business establishments, in addition to complying with the provisions of law, must be equipped with at least 2 security cameras connected to the Smart Urban Monitoring and Operation Center (HueIOC Center) for online monitoring using digital data. Accordingly, the installation location must fully observe all activities of the shop, entrance and exit gates and have data stored for at least 30 days to serve management when necessary, proactively extracting when requested by the authorities.
In addition, during business operations, establishments must proactively arrange locations, arrange staff to look after customers' vehicles, and ensure that employees park vehicles in the right places. Do not allow stopping or parking on the roadway, causing traffic obstruction, parking on the sidewalk in violation of regulations; encroaching on the roadway or sidewalk to arrange tables, chairs, and other items in violation of the law. Absolutely do not allow violations of the law on social evils to occur at the establishment. The owner of the establishment is responsible for coordinating with the authorities in ensuring security, order, and handling incidents and incidents that occur at the establishment.
When organizing art performances without selling tickets, the owner of the facility must send a written notice to the People's Committee of the commune or ward where the art performance is held at least 5 working days before the scheduled date of the art performance. For DJ performances (music editing) after 10:00 p.m. to midnight on the same day, the sound level must be adjusted to ensure that loud noises, noise, and commotion in residential areas and public places do not affect surrounding people. Do not use costumes, words, sounds, images, movements, means of expression, performance forms, or behaviors that are contrary to national traditions and customs, and have a negative impact on ethics, public health, and social psychology. This commitment emphasizes the organization of performing arts activities in accordance with regulations; compliance with security, order, social safety, environment, health and fire prevention. When organizing programs, noise must be ensured according to standards. Strictly comply with the provisions of the law, bar, beer club, pub and similar business activities must be conducted on time, do not use loudspeakers with high capacity causing noise, disturbing order, affecting the living environment of surrounding households. Do not organize offensive dancing. In case of organizing performing activities, there must be a plan to ensure soundproofing. If violations occur, the enterprise must be responsible according to the provisions of the law.
