Resolution 71 of the Politburo outlines the task of strongly reforming institutions, creating special and superior mechanisms and policies for the development of education and training, including: “Special and superior preferential policies for the teaching staff, increasing the professional incentive allowance for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, and 100% for teachers in particularly difficult areas, border regions, islands, and ethnic minority areas.”
Previously, the Ministry of Education and Training sought opinions on the draft resolution of the National Assembly on special mechanisms and policies to implement breakthroughs in education and training, which included a proposal to increase the minimum professional incentive allowance to 70% for preschool and primary school teachers and 100% for teachers in particularly difficult areas.
On November 2nd, the Ministry of Education and Training announced the draft Decree regulating salary policies and allowances for teachers, stipulating that all teachers will receive a "special salary coefficient".
Specifically, preschool teachers will receive a special salary coefficient of 1.25 compared to their current salary coefficient; other teaching positions will receive a special salary coefficient of 1.15 compared to their current salary coefficient.

Ms. Nguyen Thi Thanh Huong, Principal of Sao Mai Kindergarten ( Hanoi ), once stated that kindergarten teachers work 9-10 hours a day, which is very hard work, but their salaries are low and insufficient to cover their living expenses.
In reality, there have been young teachers who, despite their love for the profession, couldn't stay and had to leave to find other jobs. Ms. Huong hopes for policies on salaries and special professional allowances to increase the income of teachers in general and preschool teachers in particular, so that they have the motivation, peace of mind, and commitment to the profession.
Improving the lives of teachers
Dr. Nguyen Tung Lam, Chairman of the Board of Directors of Dinh Tien Hoang School (Hanoi), believes this is an excellent initiative. Resolution 29 of the Party on fundamental and comprehensive educational reform was issued in 2013, and although more than 10 years have passed, the implementation of a system that ensures teachers receive the highest salaries within the salary scale has yet to be achieved.
This time, the inclusion of that content in Resolution 71 is a very welcome sign, and the teachers are very excited.
According to Dr. Tung Lam, the draft resolution of the National Assembly on special mechanisms and policies in education clearly stipulates various allowances for teachers, such as regional allowances and seniority allowances. This is a very appropriate and humane policy, raising the income of teachers, an issue that has been discussed for many years.
If implemented correctly, teachers' incomes can range from 20 to 30 million VND per month, depending on seniority and position.
Thus, the livelihoods of teachers will be secured, allowing them to dedicate themselves wholeheartedly to the noble cause of educating future generations, without having to struggle to make ends meet through additional work. In the long run, the implementation of this special mechanism could create a breakthrough in educational development. This is because developing education is an investment in the future human resources of the country.
"When teachers' living standards improve, they will have the conditions to improve the quality of their teaching, contributing to building a generation of young people with knowledge and character, meeting the development requirements of the nation in the new era," said Dr. Lam.
Mr. Lam also emphasized that, in parallel with increasing teachers' salaries and allowances, the state needs to pay special attention to the selection and training of teachers. Those who lack competence, qualifications, or genuine dedication to the profession must be screened out and replaced. It's unacceptable to automatically receive high salaries and then work half-heartedly simply because someone is on the payroll.
"Good policies must be accompanied by effective management and evaluation mechanisms. Only then will the lives of teachers be improved, but their sense of responsibility and professional mission towards students and the country will also be strongly awakened," said Dr. Nguyen Tung Lam.
