If approved, this draft circular will replace Decision No. 16/2008/QD-BGDDT dated April 16, 2008 of the Minister of Education and Training promulgating regulations on teachers' ethics. When issued, the circular will apply to teachers performing teaching and education duties in educational institutions within the national education system.
According to the draft, the rules of conduct are stipulated from Article 4 to Article 9.
Accordingly, the general rules of conduct include preserving the qualities, reputation, honor, dignity, and ethics of teachers; ensuring academic integrity; not taking advantage of the title, title, image of teachers and professional activities to commit illegal acts or for personal gain.

The draft also stipulates that teachers must not be indifferent, avoid or conceal violations in educational institutions; must not take advantage of others, and must not force parents, guardians or students to contribute money or goods in violation of the law.
The code of conduct for learners requires teachers to use standard, easy-to-understand language; praise or criticize appropriately for the subject and situation; and evaluate the true capacity. Teachers need to create motivation, promote qualities, nurture talents; respect, treat fairly, without discrimination in any form; not cheat or intentionally distort the results of admissions and assessments.
The Code of Conduct for Colleagues stipulates that teachers must use appropriate and honest language; respect colleagues, give constructive feedback to colleagues; and not insult, divide, or cause internal disunity.
The draft circular also stipulates rules of conduct for educational institution managers such as respectful language; actively advising and clearly expressing opinions to educational institution managers; strictly implementing regulations on decentralization and administrative hierarchy...
The Ministry of Education and Training is seeking public comments on the draft circular until September 27.
