'Sub-license' for teaching profession?

Teachers who are teaching, newly graduated bachelors of education… are confused because no matter who they are, they will have to be considered for this certificate. Based on their imagination and "painful" experience of what they had to go through to get the certificates like before, everyone thinks this is a kind of "sub-license" to "do" mainly.

Many pressing questions have been raised. Teachers who have been teaching for many years, in order to be recruited, they had to go through rigorous entrance exams; from the entrance and exit of teacher training schools, internships during training... When graduating and starting to teach, almost every year teachers have to participate in training sessions, professional development, even upgrading training standards... Yet when building the Law on Teachers, if we just include a sentence: "Teachers must have a professional certificate", millions of teachers will struggle to get a certificate that allows them to practice their profession.

The Director of the Department of Teachers (Ministry of Education and Training) confirmed in Thanh Nien Newspaper: "This certificate does not create administrative procedures". At the same time, he explained that the certificate is issued free of charge, replacing the decision to recognize the end of the internship (current) for those who have completed the internship regime and have been commented and confirmed by the educational institution to meet the standards from the level of achievement (lowest level) or higher according to the professional standards of teachers of a grade or training level.

However, the above explanation is not enough to convince teachers and public opinion. In addition to the criticisms of experts in the education and training sector, the most popular opinion that Thanh Nien Newspaper receives from readers is that it is necessary to improve the quality of teacher training from the curriculum as well as tighten the practice and internship stages to ensure that when holding a diploma from a teacher training college, those bachelors must be qualified to become a teacher in both expertise and profession.

The 2019 Education Law has raised the training level of preschool teachers from intermediate to college level; primary school teachers from intermediate to university level; and secondary school teachers, instead of graduating from college, now have to graduate from university. Those who do not major in education must attend a training course to obtain a teaching certificate before they can teach, and then must have a professional title certificate.

Therefore, the birth of the so-called professional certificate, no matter how it is explained, does not make teachers feel secure. The important thing now is to pay attention to policies so that teachers can feel secure in their profession. Do not make teachers suffer because of documents that are only for "execution"!
