Giong Rieng (Kien Giang): project to reduce the impact of climate change brings practical significance

On the afternoon of November 5, the Working Group of the Committee for Foreign Non-Governmental Organizations (NGOs), led by Ms. Do Thi Kim Dung - Deputy Head of the People's Aid Coordination Board (Vietnam Union of Friendship Organizations) - had a working session with the leaders of the People's Committee of Giong Rieng district ( Kien Giang province), relevant departments and branches and the leaders of the People's Committees of 3 communes: Vinh Thanh, Vinh Phu, Hoa Loi (Giong Rieng). These are the localities that benefit from the Project "Minimizing the impacts of climate change on equality and vulnerability of disadvantaged groups in coastal communities, mountainous areas in the South, Central and North" for the period 2022-2024.

At the meeting, the delegation listened to the Project Management Board share the advantages and difficulties in the cooperation process between the locality and Habitat Organization during the project implementation.

According to the representative of the Women's Union of Giong Rieng district, the project will be implemented for 3 years, starting from April 2022 with activities such as: household assessment, disbursement, training, support for the construction of community works, repair of school toilets, community communication... in 3 communes of Vinh Thanh, Vinh Phu and Hoa Loi, with a total aid value of over 3 billion VND. The project has supported 87 households with housing and toilets (including 25 poor households, 62 near-poor households in difficult circumstances); support for the construction of community works; support for the repair of school toilets...

At the meeting, Mr. Vo Hung, Vice Chairman of the People's Committee of Giong Rieng district affirmed that the project "Minimizing the impact of climate change on equality and vulnerability of disadvantaged groups in coastal communities, mountainous areas in the South, Central and North" in the period of 2022-2024 has brought practical significance, contributing significantly to social security and new rural construction in the locality.

Representatives of the People's Committees of communes directly benefiting from the project also said that the project was implemented effectively, contributing to the locality's gradual elimination of temporary housing, dilapidated houses, and toilets on the river. Through the project, people have clean water containers, upgraded toilets for schools, and provided timely support for many poor and near-poor women to borrow capital. The leaders of the People's Committees of communes recommended that the project management board consider additional criteria for extending loan capital, have a policy of debt re-payment, debt cancellation for households in especially difficult circumstances, and increase capital sources, creating revolving capital sources.

From the above benefits and meanings, the People's Committee of Giong Rieng district proposed that the Working Group, the Union of Friendship Organizations of Kien Giang province and related units support working with Habitat to replicate the model; spread the program to the remaining communes, helping more people have more opportunities to benefit from the project.

Speaking at the meeting, Ms. Do Thi Kim Dung, Deputy Head of the People's Aid Coordination Board, suggested that the Project Management Board, especially the communes directly benefiting from the project, continue to pay attention, make proposals and recommendations on mobilizing and implementing PCPNN programs and projects suitable to the local characteristics. During the project implementation process, it is necessary to promote information and propaganda to the general public about the purpose, requirements and significance of the project, helping people understand the benefits that the project brings.

Ms. Do Thi Kim Dung also noted that localities need to comply with Vietnamese law in mobilizing, implementing and using support funds. Through training courses, localities should share experiences with units and partners; when proposing projects, there should be long-term project goals, ensuring sustainability...
