Maintain ceiling price for air tickets, not 'stabilize' pork price

The Government has just sent a report to the National Assembly Standing Committee on receiving and explaining comments on the draft revised Law on Prices.

The report sent to the National Assembly Standing Committee by Minister of Finance Ho Duc Phoc, authorized by the Prime Minister , affirmed that the Government agrees with the National Assembly Standing Committee on the contents of receiving and explaining the draft revised Law on Prices.

In particular, milk for the elderly and pork are not included in the list of goods and services subject to price stabilization in the law.

At the same time, the Government agreed to set prices for domestic air passenger transport services (airfares) in the form of maximum prices (ceiling prices) as in the draft submitted to the National Assembly for comments.

Similarly, the Government also agreed to set textbook prices in the form of maximum prices (ceiling prices) as in the draft submitted to the National Assembly for comments at the beginning of the session.

The Government assigned the Ministry of Finance, the agency in charge of drafting the bill, to coordinate with National Assembly agencies to complete the dossier to submit to the National Assembly for voting and approval.

These are the contents with different opinions in the revised Price Law project expected to be approved by the National Assembly next week.

Regarding the list of price-stabilized goods, many National Assembly deputies expressed concerns about the draft law including milk for the elderly in this list. At the same time, pork was also included in the list of price-stabilized goods, causing many deputies to disagree.

At the group discussion session on June 10 in the first phase of the ongoing 5th session, the National Assembly Chairman said that domestic and foreign enterprises have been sending petitions regarding the provisions of the revised Price Law, including the inclusion of the above-mentioned items in the price stabilization list.

There are also many different opinions on the pricing of airline tickets. Discussing the Law on Prices at the hall on May 23, some delegates suggested removing the ceiling price for this service. This is also the recommendation of many aviation businesses. On the contrary, some delegates suggested that both the ceiling price and the floor price of airline tickets should be regulated to ensure the rights of the people.

There are also opinions suggesting that the draft law clearly stipulates that only domestic economy class airfares are on the list of goods and services priced by the State; while business class and premium economy class are priced by airlines themselves according to market mechanisms.

Explaining this issue at the discussion session, Minister of Finance Ho Duc Phoc said it is necessary to maintain a ceiling price on air tickets to protect the interests of consumers and low-income people, and promote socio-economic development.

According to Minister Phuc, there are currently 6 domestic airlines, competition requires regulations on ceiling prices for air tickets to ensure State management. Phuc also affirmed that the State always shares with businesses. For example, for gasoline and oil in aviation, the State has recently reduced 70% of environmental tax on gasoline for airlines to ensure lower prices and management to ensure solving difficulties for businesses.

Also at the group discussion session on June 10 regarding this issue, the National Assembly Chairman said that the previous night, he had still received recommendations on ceiling and floor prices for airline tickets even though the law was about to be passed. Therefore, the National Assembly Chairman said that the recommendations needed to be fully considered, explained and convinced.

During the break between the two sessions (from June 12 to 15), the National Assembly Standing Committee met to give opinions, receive and revise draft laws, including the revised Law on Prices.

As expected, the National Assembly will pass the draft revised Price Law tomorrow, June 19.
