Currently, the demand for backfill materials for the Bien Hoa - Vung Tau Expressway and the Ho Chi Minh City Ring Road 3 through Dong Nai remains very high. Therefore, the local authorities are coordinating with relevant units to provide prompt support to earthmoving companies for embankment construction.
According to information from the People's Committee of Dong Nai province on February 5th, the locality is implementing plans to support construction materials for major projects such as the Bien Hoa - Vung Tau expressway and the Ho Chi Minh City Ring Road 3, following directives from Prime Minister Pham Minh Chinh during his working visit on the 4th day of Tet (Lunar New Year).
Currently, construction vehicles and equipment are still working while waiting for land to be leveled on the Bien Hoa - Vung Tau expressway.
Accordingly, after working with the Provincial Department of Natural Resources and Environment earlier that morning, the People's Committee of Dong Nai province finalized a plan to work with the delegation from the Ministry of Natural Resources and Environment to resolve obstacles regarding construction materials for key transportation projects in the South. The meeting will take place on February 7th, involving leaders from the Ministry, the province, investors, project management boards, contractors, and notably, owners of mineral mining operations in the province.
According to the People's Committee of Dong Nai province, during a visit to inspect major projects in Dong Nai in early spring, the Prime Minister instructed the provincial People's Committee to work with the Ministry of Natural Resources and Environment and relevant units to review the areas for exploiting construction materials, identify difficulties and obstacles, and agree on solutions for granting permits for exploiting construction materials to serve the construction of key transportation projects in the South.
Construction on the expressway through Long Thanh district is progressing rapidly on the first day of the new spring.
According to our reporter's observations, key transportation projects currently underway in the province include: Long Thanh Airport, the Bien Hoa - Vung Tau Expressway, and the Ho Chi Minh City Ring Road 3. Of these, the Bien Hoa - Vung Tau Expressway is facing difficulties with land for leveling, while the Ho Chi Minh City Ring Road 3 is experiencing problems with sand supply.
Regarding the demand for stone materials, the current production of construction stone in the province is sufficient to meet the needs of the Bien Hoa - Vung Tau expressway, Ring Road 3, and the two connecting routes to Long Thanh airport.
Regarding fill soil resources, the People's Committee of Dong Nai province has also directly licensed two contractors, Lizen and Central Vietnam Construction Group Joint Stock Company, to exploit nearly 1.2 million cubic meters of soil at two locations in Bien Hoa city and Long Thanh district to serve the construction of the Bien Hoa - Vung Tau expressway. However, this amount is still insufficient to meet actual demand.
Specifically, the demand for fill soil at the Bien Hoa - Vung Tau Expressway and Ho Chi Minh City Ring Road 3 projects is still short by nearly 4.7 million cubic meters. To ensure sufficient fill soil supply, the Provincial People's Committee has approved the policy of exploiting fill soil under a special mechanism and the 2024 Law on Geology and Minerals at four locations in Phuoc Tan ward, Bien Hoa city.
The section bordering component 3 and component 2 of the Bien Hoa - Vung Tau expressway (located in Dong Nai province) is still awaiting earth filling.
Simultaneously, the remaining soil volume in three areas of Long Giao town, Cam My district, previously used for the construction of the Phan Thiet - Dau Giay Expressway project, will be regulated. In addition, the excavation depth will be increased at the excavation site in Phuoc Binh commune, Long Thanh district, utilizing the remaining overburden soil from quarries in Phuoc Tan and Tam Phuoc wards, Bien Hoa city.
Mr. Nguyen Ngoc Ha, Director of the Project Management Board for Component 2 of the Bien Hoa - Vung Tau Expressway, said that the project site is basically stable now, and engineers and workers are focusing on accelerating the progress of the various components. However, the biggest difficulty currently is the earthworks.
"The Project Management Board hopes that the local authorities will provide support to ensure sufficient land is available for the project to accelerate progress during this dry season," Mr. Ha said.
The entire Bien Hoa - Vung Tau expressway is nearly 54km long, with 4-6 lanes, and a total investment of 17,800 billion VND. Dong Nai province is the investor for the first 16km section (component project 1); Ba Ria - Vung Tau province is the investor for the third section, nearly 20km long, with progress reaching over 73%. Project Management Board 85 is the investor for the second section, 18.2km long, with progress reaching over 35%.
