The Ring Road I project, specifically the section from Bo Dau (Phu Luong) to Hoa Thuong (Dong Hy) and the Hoa Thuong urban bypass, is a key transportation infrastructure project of the province, playing an important role in connecting urban spaces and expanding development potential. However, after more than a year of implementation, progress has been significantly affected by obstacles in land clearance, especially the resettlement issue in Vo Tranh commune and Quan Trieu ward.

The lack of available land is causing difficulties for the construction unit.

In response to this situation, recently, Comrade Vuong Quoc Tuan, Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, personally inspected the progress of the project and requested localities to focus on resolving all "bottlenecks," especially the resettlement of affected households.

According to the Provincial Project Management Board for Investment in Construction of Transportation and Agricultural Works, the entire Ring Road I is nearly 8.8km long, passing through three localities. Currently, the biggest difficulties are concentrated in Vo Tranh commune and Quan Trieu ward, which are two areas with a large amount of land clearance remaining, involving many households that need to be relocated.

In Vo Tranh commune, although the route passing through the area is only about 1.8km long, land clearance work has not been completed according to plan. To date, the locality has only cleared 5.28 out of 5.96 hectares, reaching about 89%; 11 households have not yet handed over the land because the compensation, support, and resettlement plan has not been approved and the land acquisition decision has not been issued. Of these, 9 households are subject to resettlement arrangements.

It is known that the People's Committee of Phu Luong District (formerly) approved the project to build a resettlement area to serve the Ring Road I Project. However, to date, the resettlement area has not yet been allocated funding for implementation. The delay in constructing the resettlement area has caused many households, despite agreeing to the land acquisition policy, to be unable to relocate due to the lack of new housing. This has been identified as the main reason for the prolonged land clearance process in the locality.

Ms. Pho Thi Sau, residing in Bo Dau area, Vo Tranh commune, shared: "My family fully supports the government's policy and is ready to hand over the land for the project. However, to date, there is still no resettlement area, so we don't know where we will move to. We hope the local authorities will soon have a concrete plan to stabilize our lives, and also pay more attention to compensation and support policies."

The delay in resettlement arrangements not only affects the lives and rights of the people but also directly impacts the construction progress. Many sections of the route are currently cut off due to the lack of continuous cleared land, making it difficult for construction units to organize manpower and equipment and simultaneously implement technical items.

In Quan Trieu ward, land clearance work is also facing many obstacles. To date, the locality has only cleared 7.23 out of 9.73 hectares, reaching over 71%. Currently, there are still 41 households that have not handed over the land, of which 25 households need to be relocated. Many cases are still waiting to be allocated land in residential area No. 1 of Son Cam commune (formerly).

According to the Provincial Project Management Board for Investment in Transportation and Agriculture Construction Projects, the biggest obstacle lies not in the construction organization but primarily in land clearance and the construction of resettlement areas. If these obstacles are not resolved soon, the project's construction progress and disbursement will continue to be affected.

Nevertheless, on sections where the land has been cleared, the investor is still directing contractors to increase manpower and machinery, and take advantage of favorable weather conditions to accelerate progress and compensate for the work volume delayed due to lack of available land.

To date, the entire project has completed approximately 5.4/8.7km of the K95 road embankment; commenced construction at 22/59 culvert locations; and simultaneously started construction on 3 bridge projects along the route. Specifically, the Phu Son bridge has reached approximately 92% completion, the Son Cam bridge approximately 88%, and the Phu Dong bridge nearly 49%. The value of completed construction work has reached approximately 108.7/350.5 billion VND, equivalent to over 30% of the contract value.

Besides difficulties with site availability, contractors are also facing pressure from rising fuel and construction material prices, while construction contracts are signed on a fixed-price basis. This significantly affects the ability of many units to balance their finances and mobilize manpower and equipment.

After conducting an on-site inspection, Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized that this is a transportation project of special importance for expanding urban space and creating momentum to promote the socio -economic development of the province.

Therefore, localities must identify land clearance as a key task and focus on directing it more decisively in the coming period. The comrade requested that localities urgently complete the infrastructure of resettlement areas to accommodate the people; at the same time, they should study appropriate temporary housing support options for households that have to relocate, ensuring stable living conditions while waiting for new housing arrangements.

Specifically for Vo Tranh commune, the Chairman of the Provincial People's Committee requested that land clearance and resettlement for affected households be completed no later than June 15th, to avoid delays that could affect the overall progress of the entire project.

The message from the provincial leadership is very clear: construction must begin immediately wherever land is handed over. Any locality that is slow in land clearance will be held accountable to the province; conversely, contractors who carry out construction at a slow pace on the handed-over land will also be held accountable.

The Ring Road I project is expected to create momentum for the development of new urban spaces in the province, and resolving the resettlement "bottleneck" in Vo Tranh commune and Quan Trieu ward is an urgent requirement. Only when the housing problem for the people is definitively solved can land clearance work be accelerated, creating conditions for the project to be completed on schedule.
