In Quan Son border district, the youth union has deployed 12 "Digital Education for the People" teams in 12/12 communes and towns and 94 youth groups and teams in 94/94 villages and hamlets, supporting over 1,600 people in digital transformation.

Excited to receive support from the Youth Union members to use smart devices to participate in the "Digital Literacy for All" movement, Ms. Thao Thi Ly, a resident of Mua Xuan village, Son Thuy commune, said: "I used to only know how to work in the fields and forests, and heard about digital transformation but I really didn't know how. Before, I was supported to install VNeID identification and online money transfer application but didn't dare to use it. In the past few days, the Youth Union members came to my house to propagate and guide me through each small operation, and I now know how to do it. Knowing how to use a smartphone is so much fun."

Secretary of the Son Thuy Commune Youth Union, Ha Thi Yen, said: “We have established 4 teams with 30 youth union members to support the people of the commune in the “Education for the masses” movement, including 1 team to support people in 3 extremely difficult highland villages: Mua Xuan, Xia Noi and Kha village. Because the people mainly produce agriculture and go to work during the day, the youth volunteer teams choose to go to each village in the evening, go to each alley, knock on each door to meet each person to propagate, guide and support”.

Mr. Vi Van Tho, a member of the Hau village Youth Union, Tam Lu commune (Quan Son) shared: “For some people who do not have a Smartphone, we have coordinated with the commune police youth union to support them at the commune office. After being instructed and knowing how to operate, they have integrated their driver's license, health insurance card, vehicle registration, medical records... into the VNeID application, knowing how to make cashless payments through the applications. Many people have taken the opportunity to immediately buy Smartphones that fit their budget. From being hesitant, people have gradually become interested and excited to become "digital citizens".

Tho Xuan District is also one of the localities where young people actively respond to the "Digital Literacy for All" movement by going to homes to support "hands-on instruction" and grasp digital skills. Recently, 100% of the delegations of communes and towns have coordinated with the commune and town police to deploy a peak period to support people in performing online public services and installing electronic identification with over 100,000 people supported in installing electronic identification.

“30 communes, wards, towns and 6 high schools in the district have established youth teams to support “Digital Education for All”. Along with guiding people on how to use online applications, we have both promoted awareness and equipped people with skills and knowledge to confidently protect themselves from bad, toxic and fraudulent information online”, said Secretary of Tho Xuan District Youth Union Nguyen Thi Bich Phuong.

“The green shirt will be present in all regions, especially remote areas, ethnic minority areas, and difficult areas to continue to spread and promote digital transformation, helping people to conveniently and easily access online public services,” affirmed Mr. Le Van Chau, Secretary of Thanh Hoa Provincial Youth Union.

According to the Provincial Youth Union Secretary, the "Digital Education for All" movement has been widely deployed by all levels of the provincial youth union and association. The provincial level initially established 10 teams, the district level established 35 teams, and the commune level established 378 "Digital Education for All" teams. The whole province has 2,349 volunteer teams participating in community digital technology groups with more than 19,066 volunteers. During Youth Month 2025, the Provincial Youth Union Standing Committee and the Provincial Youth Union Secretariat directed each grassroots youth union and association to establish and maintain at least 1 "Digital Education for All" team.

Up to now, 100% of the Youth Union bases in the province have coordinated with the commune police to support and guide the installation of VNeID software for young union members and people of all walks of life; 100% of cadres and civil servants of the Provincial Youth Union and union officials from the district to the grassroots level have activated level 1 and 2 electronic identification accounts. 1.6 million people have been informed and guided; 356,118 cadres and young union members have activated level 1 identification accounts; 658,333 cadres and young union members have activated level 2; 73.1% of children and adolescents have access to digital capacity building activities, 65.6% of young people use online public services, 81.9% of young people use electronic payment accounts.

“In the coming time, the Youth Union and Association at all levels will continue to propagate and raise awareness among all classes of people, all levels of the Association, members and youth about the “Digital Education for All” movement; establish “Digital Education for All” teams with youth as the core; organize “Digital Education for All” classes in residential communities and youth. The Youth Union and Association at all levels will also be bold, creative, research, deploy and replicate effective solutions, models and youth tasks in the process of building digital government, developing digital economy and digital society in localities and units. Proactively propose solutions to support and accompany youth in developing digital economy on the basis of science and technology and innovation”, added Secretary of the Provincial Youth Union Le Van Chau.
