Promote the settlement of administrative procedures in the field of immigration through postal services

Implementing Decision No. 4822 of the Ministry of Public Security on promulgating the list of administrative procedures (AP), receiving documents and returning results via postal services under the jurisdiction of the Ministry of Public Security, the Immigration Management Department - Phu Tho Provincial Police has seriously and synchronously implemented, creating favorable conditions for people in handling AP in the field of Immigration Management.

After the merger, Phu Tho province has a natural area of ​​9,361.38 km2 , a population of about 4 million people, and is a province with a large area and population in the Northern Midlands and Mountains region. Besides the advantages, there are many difficulties due to complex geographical conditions, many remote and mountainous areas are hundreds of kilometers away from the provincial administrative center, making travel and access to public administrative services in many areas difficult. People have to travel far, spend a lot of time and money to carry out basic administrative procedures, including procedures for issuing and changing passports, declaring lost immigration documents or receiving settlement results...

In that context, Decision No. 4822 of the Ministry of Public Security is an important and practical solution to improve the quality of service for people and businesses, especially in areas with many limitations in infrastructure and transportation.

Promote the settlement of administrative procedures in the field of immigration through postal services.

Officers of the Immigration Department, Phu Tho Provincial Police enthusiastically guide citizens to complete administrative procedures.

According to the issued list, at the provincial level, there are 12 administrative procedures that are received and returned via postal services, such as: Issuing domestic ordinary passports; restoring passport validity; reporting lost ABTC cards (APEC business travel cards); reporting lost ordinary passports; reporting lost travel documents; confirming and providing information related to entry and exit of Vietnamese citizens; issuing visas to foreigners in Vietnam; extending temporary residence for foreigners in Vietnam; extending temporary residence for people who have been granted visa exemption certificates; issuing entry and exit permits to stateless people residing in Vietnam; re-issuing entry and exit permits to stateless people residing in Vietnam; issuing temporary residence cards to foreigners in Vietnam.

At the commune level, there are 3 administrative procedures including: Reporting lost ABTC card; reporting lost ordinary passport and reporting lost travel document.

To effectively implement this Decision, the Immigration Department has issued a specific implementation plan and thoroughly disseminated it to all officers and soldiers, especially the force directly receiving and handling administrative procedures. Actively coordinate with the Provincial Post Office to unify the process of transferring documents strictly and scientifically, ensuring compliance with regulations and creating maximum convenience for the people.

Lieutenant Colonel Bui Minh Tien, Head of the Immigration Management Department, Phu Tho Provincial Police, said: "The unit identifies this as a key task in administrative reform in 2025. In addition to internal implementation, we promote propaganda so that people know, understand and proactively choose the form of receiving and returning results via postal services, thereby reducing travel time and costs for people, avoiding overload at the document reception department."

As of mid-July 2025, the Immigration Department has received and returned results by post for several thousand applications. In particular, 2,430 applications for ordinary passport renewal have been processed, of which 1,768 applications were returned by post, accounting for 73%.

Feedback from people clearly shows satisfaction with the convenience, time and cost savings. Mr. Dinh Van Phuc, a teacher at Tan Son Boarding School for Ethnic Minorities (Zone 9, Tan Son Commune) shared: “I came to submit my application to renew my ordinary passport. Previously, I had to go to the provincial headquarters, which was very far away, taking a day. Now I just need to submit my application online, register to receive the results by post, and my passport will be delivered to my home. This is very convenient, helping me not to have to take time off during office hours, reducing travel costs.”

Not only bringing convenience to the people, the postal service also helps to significantly reduce the workload for the police force in the one-stop-shop departments, when the number of files has increased sharply since the beginning of 2025. Thereby, the police force has the conditions to focus on professional work, improve the quality of handling files, ensure the right progress, and comply with legal regulations.

Currently, the Immigration Department continues to closely coordinate with the Provincial Post Office, reviewing and evaluating administrative procedures that are eligible to be expanded through postal services. Propaganda work is promoted on media, grassroots radio systems, and electronic information portals for people to grasp and respond.

Resolving administrative procedures through postal services is a testament to innovation in thinking, serving the people, and affirming the core role of the police force in building a modern, open, transparent, and people-centered administration.
