Removing obstacles for electric cars to operate in tourism

The 4-wheel electric vehicle was put into pilot operation more than 10 years ago and specializes in transporting tourists in the inner city and key tourist areas in Dong Hoi. This type of vehicle has brought interesting experiences to tourists and contributed significantly to reducing environmental pollution. However, from July 1, 2025, the 4-wheel electric vehicle has temporarily stopped operating due to the lack of appropriate legal regulations.

Accordingly, the main problem now is that from January 1, 2025, the operation of 4-wheel electric vehicles carrying tourists must comply with the Law on Road Traffic Order and Safety and Decree No. 165/2024/ND-CP, dated December 26, 2024 of the Government. According to the provisions of Clause 2, Article 24 of this Decree, vehicles are only allowed to operate on routes with a maximum speed sign of 30km/h applicable to all vehicles. Meanwhile, the entire route in Dong Hoi ward has no route with a maximum operating speed sign of 30km/h.

At the same time, in Section 9, Article 76, Decree No. 158/2024/ND-CP, dated December 18, 2024 of the Government regulating road transport activities, effective from January 1, 2025, clearly states: "Unit and business households using 4-wheeled motor vehicles participating in pilot activities before the effective date of this Decree may continue to operate until June 30, 2025, from July 1, 2025 must meet the provisions of this Decree".

However, according to the reporter's records, in recent days, in Dong Hoi ward, 4-wheel electric vehicles with engines still appear on some central streets, especially in the early morning, afternoon and night. In fact, in recent years, 4-wheel electric vehicles with engines have brought new experiences to tourists, contributing significantly to the development of the tourism economy .

Therefore, the situation of 4-wheel electric vehicles with engines, a green and environmentally friendly form of transport, having to "stop" during the peak tourist season has caused confusion for workers and directly affected the transportation business activities of many enterprises, especially in the tourism sector.

“The suspension of four-wheeled electric vehicles with engines causes difficulties and directly affects the business activities of enterprises. Because for tourists traveling short distances, such as: going to the beach, Dong Hoi market, Ho Chi Minh Square... electric vehicles are the optimal choice. Therefore, the operation of electric vehicles is necessary, especially for resorts far from the central area. However, it is necessary to manage and organize to ensure the operation of electric vehicles in accordance with the law...”, Mr. Nguyen Ngoc Nghien, Director of Anh Linh 2 Hotel, Truong Phap Street, Dong Hoi Ward expressed.

Ms. Hoang Thi Bich Tram, a tourist from Hanoi, confided: “I had the opportunity to visit Dong Hoi and in my opinion, the electric car is not only a means of transportation, but also a very new and interesting part of the travel experience. This is a way to enjoy the sea air and be close to nature. Therefore, I feel sorry if the electric car stops operating...”.

Implementing the regulations in Decree No. 158 and Decree No. 165, some provinces and cities have sought solutions to organize traffic, focusing on placing signs limiting the maximum speed to 30km/h on some routes, creating conditions for electric vehicles to continue operating to serve tourists. Thereby, contributing to removing difficulties and obstacles for workers and businesses operating 4-wheeled motor vehicles as well as developing local tourism.

Through the discussion, Mr. Phan Van Ha, Chairman of the Board of Directors and Director of Dong Thanh Tourism and Trade Transport Service Cooperative said: “There needs to be a solution to soon remove obstacles for 4-wheeled electric vehicles with engines, aiming to turn this model into a civilized, controlled and legal activity. At the same time, the pilot model needs to be summarized based on the evaluation of the pilot activity to have a long-term solution. Only then can we avoid wasting investment money of transport units and local tourism potential as well as the Party and State's policy on increasing investment in clean energy vehicles to protect the environment...”.

Nguyen Tien Son, an electric car driver for Phong Nha Tourism Joint Stock Company, said: “Stopping the operation of 4-wheel electric cars with engines not only causes great waste but also affects the jobs of hundreds of workers. I just hope that the authorities will create conditions for electric cars to operate again, ensuring the livelihood of the people.”

Currently, in Dong Hoi ward, there are a total of 100 four-wheeled electric vehicles with engines owned by 8 tourist electric vehicle service businesses, including 1 cooperative and 7 enterprises. In fact, the lack of strict implementation of legal regulations will pose a potential risk of causing traffic insecurity, affecting the locality's efforts to manage urban order.

Currently, in order to both comply with the law and remove difficulties for businesses,

The Department of Construction is coordinating with local state management agencies to review and consider to propose a plan to continue operating 4-wheel electric vehicles in areas suitable for road signs and based on the actual conditions of the route and route in the area. At the same time, in case there are still problems, the unit will synthesize documents to propose to the Central agency for consideration and adjustment.
