Only a few days left until the October 1, 2025 milestone according to Decree 119/2024/ND-CP: Millions of car owners across the country need to complete the conversion of their traffic accounts linked to a cashless payment method so that their vehicles can pass through the station. Although the decree has been widely communicated, many vehicle owners are still confused and do not understand the reasons for the conversion, as well as the benefits of the new operating mechanism.

Security raised to banking standards, control in the hands of users
Previously, the toll collection account was only an internal account managed by the ETC service providers themselves. This type of account does not generate interest, cannot be used for other services and is not supervised by the State financial agency.
Meanwhile, the traffic account under the new regulations is an identified account, connected to people's non-cash payment means, such as e-wallets or bank cards, and is closely monitored by competent authorities. According to the inter-sectoral coordination mechanism, the Ministry of Construction will be in charge of operating the non-stop toll collection system, while the State Bank of Vietnam is responsible for managing payment means.
This cooperation will contribute to upgrading security standards, bringing people's personal financial data to the same level as the security in the banking sector, instead of remaining only within the technical scope of the transportation industry as before.

According to records from functional units, linking traffic accounts directly with bank accounts is still in the testing process, because the requirement of processing speed <200 milliseconds is a difficult standard, requiring strict techniques.
A representative of the State Bank of Vietnam also said that the transaction speed via bank accounts currently only reaches about 50% of the performance requirements of the non-stop toll collection system. While waiting for the payment ecosystem to be expanded, the choice of Viettel Money or International Credit Card is encouraged by ePass to ensure traffic through the station, avoiding unnecessary interruptions.
