According to the report presented at the meeting, the handover of land for the construction of the local component projects has reached 100%, and the handover of the land for the rest stop at Km 41+500 on the Quy Nhon – Chi Thanh section (Xuan Tho commune) to Project Management Board 85 has also been completed.
Regarding the project's material sources, the province has provided 6 soil quarries, 5 sand quarries, 6 registered areas for soil and stone mining along the route, and local commercial quarries with a volume of approximately 12.4 million m³ of soil, 2.5 million m³ of stone, and 2.6 million m³ of sand. The conversion of forest land and reforestation of 111.59 hectares has been completed, including nearly 90 hectares of additional land.
Cumulative disbursements for land clearance and resettlement reached VND 1,665/VND 1,925 billion (87%). Construction output for the component projects to date has reached VND 13,419/VND 15,883 billion, equivalent to 84.27% of the contract value. Specifically, the Quy Nhon – Chi Thanh component project has reached VND 6,039/VND 7,354 billion (82%), expected to be completed in November. The Chi Thanh – Van Phong component project has reached VND 7,380/VND 8,529 billion (86.53%), expected to be completed in December as directed by the Prime Minister .

During the meeting, representatives from Project Management Board 85 (Ministry of Construction) raised several difficulties encountered during project implementation, particularly the shortage of construction materials. Currently, the demand for soil and stone for construction far exceeds the local supply, while procedures for new mine exploitation and transportation from neighboring localities are still slow.

Concluding the working session, Deputy Minister Nguyen Viet Hung acknowledged and highly appreciated the decisive efforts of the Dak Lak Provincial People's Committee in land clearance and material preparation. Completing the component projects of the North-South Expressway is a crucial task of special significance to the nation. The local authorities, Project Management Board 85, and contractors need to continue reviewing and utilizing local material resources, and coordinate closely to ensure construction progress and project completion on schedule.
The Department of Agriculture and Environment is focusing on urging Thanh An Construction Co., Ltd. to increase its mining capacity, and Project Management Board 85 is coordinating with Phu Yen Road Management and Repair Joint Stock Company to agree on a roadmap for completing mining procedures for the expanded quarry in Tuy An Nam to ensure sufficient material supply for the project; contributing to the project's completion on schedule.
