However, compared to the increasingly high demands of building a "Cultural - Civilized - Modern" capital city, the cultivation of elegant and civilized Hanoi residents has not met the requirements, has not become substantive and sustainable, and still reveals many shortcomings and limitations.

The directive also points out limitations, ranging from uncivilized behavior towards the natural and social environment, to deviant manifestations in family culture, school culture, and public culture; attitudes of worshipping money, a hedonistic and unrestrained lifestyle, and a lack of focus on building and developing future generations...

 

The youth of Hanoi are focusing on disseminating and promoting the Youth Law, ensuring the implementation of programs and projects within the "Strategy for the Development of Vietnamese Youth in the period 2021-2030" approved by the Prime Minister . At the same time, they are strengthening measures to understand and guide the thoughts and public opinion of young people.

Continue to promote, strengthen, improve, and equip the skills of reporters, propagandists, social opinion collaborators, and young theorists' clubs at all levels; propose mechanisms and policies to support reporters and propagandists; and maintain and effectively implement the green zone model in cyberspace.

At the same time, it points out both objective and subjective causes, including the fact that coordination between the education sector and families and communities in building a comprehensive cultural environment, perfecting human character, and educating aesthetics, tastes, and a beautiful lifestyle for the younger generation has not been given adequate attention; a segment of Hanoi residents still underestimate the value of culture and humanism - core values ​​in building the character of elegant and civilized Hanoians…

Therefore, one of the key tasks identified is to build and nurture family values, using the family as the foundation to restore, inherit, and promote the traditional moral and cultural values ​​of Thang Long - Hanoi, while simultaneously absorbing the essence of world culture, contributing to the formation of a refined and civilized personality for the young generation of the capital city.

At the same time, flexible and creative forms of propaganda should be used to suit different target groups, with particular emphasis on guiding the younger generation in Hanoi, especially in the online environment and on digital platforms, in order to create a healthy and positive cultural environment for them.

Recognizing that youth union members are a crucial force in contributing to the development of a refined and civilized character among the younger generation, Hanoi City Youth Union Secretary Chu Hong Minh stated that youth union organizations at all levels, from the city to the grassroots, always prioritize propaganda and education activities. To effectively implement the tasks set forth in Directive No. 30-CT/TU of the Standing Committee of the Hanoi City Party Committee, youth union organizations at all levels will carry out propaganda activities about the history and traditions of the Youth Union and Vietnamese youth through branch meetings, extracurricular activities, flag-raising ceremonies, and online competitions combined with direct learning about the history of the Youth Union.

Youth in Nam Tu Liem district launched a campaign to promote civilized and friendly traffic culture.

The "Hanoi of Compassion" criteria continue to effectively implement social welfare activities and volunteer work for the community: the voluntary blood donation movement, care and support for disadvantaged youth, doing a good job of educating the younger generation about traditions, and caring for Vietnamese Heroic Mothers, families with meritorious service, and families under preferential policies.

It can be said that Directive No. 30-CT/TU of the Standing Committee of the Hanoi City Party Committee on "Strengthening the leadership of Party committees in building elegant and civilized Hanoi citizens" has attracted the attention and support of a large number of youth union members and young people.
