On September 11, the Central Organizing Committee held an online conference to contribute ideas to the draft Model Working Regulations of the Party Delegation and the Party Executive Committee at the provincial level. Attending the conference at the Quang Ninh province bridge were comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; leaders of the Party Delegations and the Party Executive Committee of the province.

The Draft Regulation on functions, tasks, and powers of the Party delegation, Party executive committee, principles, working regime, and working relationship of the Party delegation and Party executive committee at the provincial level consists of 5 chapters and 17 articles, focusing on the following contents: Position, functions, tasks, and powers of the Party delegation and Party executive committee; tasks and powers of members of the Party delegation and Party executive committee; principles, working regime; working relationship; implementation provisions.
Giving opinions at the conference, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, proposed that the Regulation Drafting Committee study and consider providing guidance on the promulgation of working regulations for the Provincial People's Council Party Delegation and the Provincial People's Committee Party Executive Committee in the form of a decision by the Provincial Party Standing Committee. In Article 16 of the draft, it is proposed to add the following content: The Provincial Party Delegation and Party Executive Committee, based on practical requirements, can develop regulations for coordinating work with Party committees, Party organizations and agencies.

Speaking at the conference, comrade Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, highly appreciated the delegates' comments. At the same time, he requested the provincial and municipal Party Committees directly under the Central Committee to strengthen leadership and direction, create conditions for the Party delegations and Party executive committees of established agencies and units to enhance their roles and functions, meet requirements and tasks; continue to research and contribute ideas to the draft, ensuring high feasibility when the regulations are issued. The drafting department will receive, research, and advise on completing the draft regulations to submit to the Secretariat in the coming time.
