According to the new multidimensional poverty standards, the criteria for identifying poor households in terms of income and lack of access to basic social services have been raised compared to the previous period; aiming to ensure minimum income and support improving the level of access to basic social services of the poor.

Through review, by the end of 2022, the whole province had 94,727 multidimensional poor and near-poor households; accounting for 49.95% of the total number of households in the province (down 8,889 households, down 5.17% compared to the end of 2021); of which, 70,318 households were poor and 24,409 households were near-poor. The level of deprivation of basic social needs of multidimensional poor households mainly focused on the criteria of employment, health care, education, housing, domestic water and sanitation, and access to information.
Vice Chairman of Ha Giang Provincial People's Committee Tran Duc Quy said: The province identifies poverty reduction as a continuous task; maximally mobilizing state and social resources; effectively exploiting local potentials and advantages. In particular, promoting, encouraging, and creating favorable conditions for poor households to promote their internal strength and will to rise up; taking production development, increasing income, and improving people's lives as the goal of sustainable poverty reduction.
Thereby, contributing to the realization of the goal of economic growth, ensuring social security, improving people's lives, increasing their income; especially in poor districts, communes and villages with special difficulties through finding non-agricultural jobs and supporting construction. Replicate poverty reduction models, projects supporting production development, entrepreneurship, and business start-ups to create livelihoods, sustainable jobs, and adapt to climate change and epidemics for poor and near-poor households; create conditions for the poor and poor households to access basic social services.
In 2023, Ha Giang province strives to reduce 7,660 multidimensional poor households, reduce the multidimensional poverty rate to 4.0%, minimize re-poor households and newly-emerged poor households. Create jobs for 17,800 workers. Of which, 10,200 workers go to work in domestic provinces and work abroad; 100% of workers from poor and near-poor households in need of support in connection, counseling, career orientation, provision of labor market information, and job search support. 100% of people from poor and near-poor households are supported with health insurance; the health insurance coverage rate reaches 97.25%. The rate of stunting and malnutrition in children under 16 years old in poor districts is 48.6%.
Ensure that the rate of children from poor and near-poor households attending school at the right age reaches over 98%. Provide vocational training for 5,500 workers from poor and near-poor households; strive to have the rate of trained workers in the province reach 57.8% by the end of 2023. Provide housing support for 5,400 poor and near-poor households lacking housing in poor districts.
Strive for 85% of poor and near-poor households to use hygienic water; 50% of poor and near-poor households to use hygienic latrines; the rate of rural residents using hygienic water by the end of 2023 will reach 93%; ensure that 80% of poor and near-poor households in need have access to telecommunications and internet services; 90% of households living in poor districts have access to information on sustainable poverty reduction through various forms of publishing media products...
Localities in the province are focusing on completing the review, listing and investment procedures for works and projects; maintaining and repairing works serving people's livelihoods, production, and essential works in poor districts. Sectors and localities are implementing in accordance with the guidelines on implementing the content of diversifying livelihoods, developing poverty reduction models and supporting workers to work abroad under contracts; reviewing, selecting, building and implementing projects to support production development in the agricultural sector; promoting the development of linked production according to the value chain...
Director of the Department of Labor, Invalids and Social Affairs Sung Dai Hung said that the sector is currently focusing on investing in technical infrastructure and information technology equipment to modernize the labor market information system, form an online job exchange and build databases at the Ha Giang Employment Service Center.
