Hanoi arranges land for housing construction for households with difficulties in housing land

On May 14, the City People's Committee issued Official Letter No. 1960/UBND-NNMT, aiming to implement measures to support households with difficulties in housing, contributing to eliminating temporary and dilapidated houses in the area. This is part of the Government's efforts to improve living conditions for people, especially households facing difficulties in housing.

The document was issued based on Notice No. 158 of the Government Office, which clearly stated the conclusion of Prime Minister Pham Minh Chinh at the National Online Meeting on the elimination of temporary and dilapidated houses. The City People's Committee has directed district and commune levels to review the residential land fund identified in the Hanoi Capital planning for the period 2021-2030, with a vision to 2050, to prioritize the allocation of residential land for households in difficulty.

Accordingly, households will be allocated land without auctioning land use rights, along with exemption and reduction of land use fees according to the provisions of the 2024 Land Law. The City People's Committee also encourages people to carry out procedures to change land use purpose to residential land, and exempt land use fees when converting from agricultural land to residential land, in accordance with the district-level land use planning.

In addition, the City People's Committee will review the land area of ​​agricultural and forestry origin to recognize land use rights for people, and at the same time consider reclaiming land to allocate to households without residential land. In particular, in the case of land reclaim by the State, priority will be given to land funds managed by the Land Fund Development Center to arrange resettlement for people.

Land procedures such as land division, land registration, new issuance or exchange of Land Use Right Certificates will be carried out in a simplified process and free of charge, to create the most favorable conditions for people.

This program not only helps improve living conditions for households with difficulties in housing land but also contributes to preserving the cultural identity and customs of the residential community where the land is recovered.

The City People's Committee calls for the coordination of all levels, sectors and people in implementing these measures, aiming towards a better living environment for everyone.
