In recent years, in the mountainous commune of Hanh Phuc, the "volunteering to escape poverty" movement has become a strong driving force, spreading the spirit of self-reliance and self-reliance among ethnic minorities.

The mountainous terrain, inconvenient transportation, and backward farming practices are the reasons why the poverty rate in Hanh Phuc commune has remained high in recent years.

To realize the goal of sustainable poverty reduction, Hanh Phuc commune has focused on developing infrastructure, transforming agricultural production and improving the quality of human resources.

Based on the State's investment capital, the commune prioritizes the solidification of rural roads and the construction of irrigation canals for irrigation. Up to now, 100% of villages have motorbike roads, 19/19 villages have national grid electricity with over 98% of households using it.

Comrade Giang A Sua - Vice Chairman of Hanh Phuc Commune People's Committee shared: When the entire political system joined in propaganda and mobilization, many households boldly changed their thinking and working methods, volunteering to escape poverty.

Along with that, to increase people's income, the commune mobilizes people to convert ineffective upland rice and corn cultivation areas to grow crops with high economic value, such as taro, hawthorn, and specialty upland rice.

Accompanying the people, the commune actively calls on businesses and cooperatives to join in production linkages, product consumption, and gradually form a closed value chain. Along with that, promoting the advantages of climate and soil, the commune mobilizes people to produce vegetables for sale, and supports the construction of livestock and poultry farming models in the direction of goods.

Currently, the commune has formed a taro production area with an area of ​​over 366 hectares, with an output of over 5,200 tons, helping people earn 4-5 times more than growing other crops. The total livestock herd in the area is nearly 25,000, of which 210 households raise buffaloes and cows of 5-9 heads; 30 households raise large cattle of 10 heads or more... Many households have access to preferential capital from the Social Policy Bank and have boldly invested in breeding buffaloes and cows, raising local pigs and hill chickens, initially bringing in stable income.

The commune also coordinates to open training classes, instructing people to apply scientific and technical advances in production; opens vocational training classes and links to find jobs for workers.

With the support of local authorities, many households have boldly volunteered to register to escape poverty. The family of Mr. Giang A Hanh, Sang Pao village is an example.

After 12 years on the list of poor households, Mr. Hanh has strived to rise up, not relying on the State. With 116 million VND in loans from the Social Policy Bank, Mr. Hanh invested in developing livestock farming, bringing high-value crops into production, thanks to which his income has increased day by day. Currently, his family has escaped poverty, built a spacious house, and their life is increasingly prosperous.

Mr. Hanh shared: "With the State's support to build a house, I have more motivation to develop the economy and escape poverty."

When "asking to escape poverty" became a movement, many households in the commune promoted the spirit of self-reliance and competed to develop the economy. Typical examples are the family of Ms. Vang Thi Bla and Mr. Cho A Lu in Sang Pao village. With 50 million VND borrowed from Tram Tau Social Policy Bank, the family invested in developing buffalo and cow breeding.

With diligence and active learning and application of scientific and technical knowledge to livestock care, Ms. Bla's herd of buffalo and cows now has 8, worth nearly 200 million VND. Along with income from growing taro, corn and rice, Ms. Bla's family has had a better life. In 2024, Ms. Bla's family decided to remove themselves from the list of poor households.

Ms. Vang Thi Bla confided: “With support from loans for economic development, my family is no longer in difficulty, so we decided to apply to escape poverty. My family will continue to strive to have a more prosperous life.”

The common point of households volunteering to escape poverty is that they have timely access to policy credit capital and know how to use the capital effectively. The good news is that from a few pioneering households, the movement to escape poverty has spread throughout the commune.

In Hanh Phuc commune, in 2024, 24 households escaped poverty; in 2025, it is expected that 76 households will escape poverty, of which 50% of households volunteer to escape poverty.

Mr. Giang A Sua - Vice Chairman of the People's Committee of Hanh Phuc Commune added: "People have become aware of their responsibility in escaping poverty, thereby spreading this spirit to the village to follow."

The spirit of “volunteering to escape poverty” in Hanh Phuc commune not only helps each household have a better life, but also contributes to building new rural areas, narrowing the development gap between regions. This is proof of the correctness of the policy of arousing the will to rise up and promote the internal strength of the community in the process of poverty reduction.

Although there are still difficulties, when walking along the villages of Hanh Phuc commune today, it is easy to see the bustling working atmosphere on the rice fields, corn fields, taro fields; children going to school in spacious schools... all show that a bright future is opening up. People in the commune believe that with the attention of the Party, the State and their own determination to rise up, the locality will develop more and more, worthy of the name "Happiness".
