
In Official Dispatch No. 7142 on strengthening solutions to promote production, export and stabilize the rice market, the Ministry of Industry and Trade assigned the Multilateral Trade Policy Department to study and add rice to the Ecosystem Project to support businesses in taking advantage of FTAs, with an implementation roadmap in the period of 2026.
Negotiations with the European Union (EU) and the UK to amend the list of fragrant rice varieties enjoying tariff quotas under the EVFTA and UKVFTA, as well as taking advantage of additional quotas within the framework of the CPTPP Agreement until 2030.
The Foreign Market Development Department directs the Vietnamese trade office system in foreign countries to promptly grasp and evaluate warnings and changes in rice import policies of host countries to inform and serve the regulation of rice production, business and export.
Review the signing of memorandums of understanding on rice trade, coordinate to propose the content of signing with potential countries and territories to expand export markets.
The Import-Export Department continues to preside over the implementation of tasks in the "Strategy for developing Vietnam's rice export market to 2030" approved by the Prime Minister; closely monitor developments in the world rice market and policy moves of countries, to promptly report and inform industries, associations and traders, ensuring appropriate and effective export activities.
The Import-Export Department is assigned to coordinate trade promotion activities, focusing on exploiting high-demand markets such as the EU, Korea, the US, North America... thereby diversifying the market, gradually reducing dependence on traditional importing countries.
The Department of Domestic Market Management and Development directed localities to propose measures to promote rice consumption, avoiding price pressure and unfair competition.
Enterprises proactively purchase, store, and are ready to supply according to contracts; at the same time, closely monitor the world rice trade to adjust business plans accordingly, both exploiting traditional markets and seeking new markets in Africa, the Middle East, South Asia, etc.
Maintain product quality, meet import country standards, focus on building and promoting Vietnamese rice brand in international markets, diversify product types and niche markets.
According to the Ministry of Industry and Trade, in the first 8 months of 2025, Vietnam exported about 6.3 million tons of rice, up 2% over the same period. The Philippines continues to be the largest importer of rice from Vietnam with nearly 2.9 million tons, accounting for 45.9%, up 4.2% over the same period. Followed by the Ivory Coast market, reaching 753.7 thousand tons, accounting for 11.85%, up 1.5 times over the same period last year; Ghana increased by nearly 94.8% over the same period, reaching 662.4 thousand tons, accounting for 10.4%; China, reaching 565.3 thousand tons, accounting for 8.9% of total exports, up 141.3% over the same period.
