Meeting to remove difficulties and obstacles in implementing projects in Loc Binh district (old)

- On September 23, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee chaired a meeting to evaluate the implementation of Plan No. 116 dated April 21, 2025 of the Provincial People's Committee on deploying solutions, removing difficulties, obstacles, and handling projects in Loc Binh district (old).

According to the report at the meeting, there are 7 investment projects in the old Loc Binh district (now Loc Binh commune and Mau Son commune) assigned to remove difficulties and obstacles in Plan No. 116. Of which, there are 2 investment projects under the PPP public-private partnership method and 5 non-budget investment projects. To resolve difficulties in project implementation, the Provincial People's Committee has assigned 15 tasks to 8 agencies and investors to implement.

As of now, 2 tasks have been completed, 2 unfinished tasks are still due, 9 tasks have been deployed but not yet completely handled and 2 unfinished tasks are overdue.

Leaders of the Provincial Construction Investment Project Management Board reported difficulties and problems at the meeting.

At the meeting, representatives of the agencies and units assigned with tasks supplemented and clarified the causes affecting the progress of implementing the tasks under the direction of the Provincial People's Committee. Specifically: the progress of site clearance (GPMB) for the project is still slow; the People's Committees of communes have not been resolute in implementing the assigned tasks; the contractor has not yet arranged timely funding for compensation work;...

Representatives of project investors have proposed solutions to remove difficulties and speed up project progress such as: completely handling the problem of dumping sites for the project; speeding up the implementation of procedures for land allocation to investors; proposing project adjustments to ensure compliance with the actual situation.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee affirmed that from April 2025 to now, the work of removing difficulties for projects has initially made certain progress. However, the progress of the work is still slow, especially for the 2 PPP projects. In addition, the progress of preparing adjustment documents and preparing documents for approval of adjustments to some projects is still slow while the mechanisms and policies are very open.

To speed up the progress of project implementation, the Vice Chairman of the Provincial People's Committee directed the units to continue focusing on completing the assigned tasks. For the Loc Binh Bridge No. 1 Project, traffic roads and resettlement areas of Luc Thon commune, the Provincial Land Fund Development Center coordinated with the commune to organize land recovery steps in accordance with relevant laws, to be completed in October 2025. The investor needs to closely coordinate with relevant units to speed up the progress of project adjustment approval steps in October 2025.

Regarding the resettlement infrastructure project for residents of Huu Khanh commune, relevant units need to closely follow the plan and direction of the Provincial People's Committee to promptly resolve the issue of dumping sites for the project. At the same time, the investor needs to quickly establish, appraise, and submit for approval of project adjustments in October 2025 and must arrange machinery and means to construct items on the handed-over area in September 2025. In addition, competent departments and branches need to consider and strictly handle the investor if there is a violation of the terms of the contract.

For the remaining projects, the Vice Chairman of the Provincial People's Committee requested the units to continue reviewing difficulties and obstacles to focus on handling them within their authority. In case of exceeding their authority, they should promptly propose solutions to the Provincial People's Committee. At the same time, the units need to strictly implement the direction of the Provincial People's Committee on the assigned tasks within the deadline.
