The Department of Education and Training requires the implementation of preschool, grade 1, grade 6 and grade 10 enrollment for the 2024-2025 school year to ensure seriousness, accuracy, fairness, objectivity, publicity, transparency and compliance with regulations.
After the Hanoi Department of Education and Training issued a document guiding the enrollment of preschool, grade 1 and grade 6 students for the next school year, the Department of Education and Training proactively advised the People's Committees of districts, towns and cities to approve the enrollment plan in the area in accordance with regulations; and directed educational institutions in the area to properly implement the approved enrollment plan and method.
Schools need to review the conditions of facilities and teaching staff, prepare well for the new school year; and publicly implement according to the provisions of Circular No. 36/2017/TT-BGDDT of the Ministry of Education and Training promulgating regulations on public implementation for educational institutions in the national education system.
In particular, the Department of Education and Training also requires: "Educational institutions must not collect (keep) students' records if the students do not wish to study at the school; must not require students or their parents to pay "reservation" money or any other incorrect fees, causing difficulties and frustration for students, parents and public opinion".
Mr. Nguyen Quang Tuan, Deputy Director of the Hanoi Department of Education and Training, said that the department will inspect and examine the implementation of policies and laws on education and training, in order to build a healthy educational environment, prevent and strictly handle violations according to regulations; tighten discipline and order, and enhance the responsibility of leaders.
Previously, Thanh Nien reported that many private schools in Hanoi apply the "deposit to hold a place" method in enrollment. In addition to tuition fees and expected fees for uniforms, facilities, boarding services, and shuttle buses, many schools require parents to pay additional registration or admission fees if they are admitted.
This amount is often referred to as a "deposit" or holding fee by parents and must be transferred before completing the admission process. If the student enrolls, the school will deduct it from the costs. If the student is not enrolled, depending on the school, parents may or may not receive a refund.
Archimedes Academy High School (Dong Anh District, Hanoi) temporarily has the highest registration fee: 23 million VND; monthly tuition is 8 million VND. Some other schools with fees over 10 million VND are Viet - Uc Hanoi, Ly Thai To, Newton, Luong The Vinh, Sentia, Hanoi Academy.
Of these, the Vietnam-Australia School said that the fee will be refunded 100% if the student transfers schools at the end of the school year, and 50% if they drop out in the middle of the year. Hanoi Academy also refunds the entire fee if the student attends for at least one year. In case of not studying or dropping out in the middle, the fee will not be refunded. Archimedes Academy and Luong The Vinh... will not refund the registration fee if the student drops out.
For the remaining schools, the common fee is 2 - 5 million VND. Leaders of some private schools said that the deposit requirement is to limit the virtual rate, causing difficulties in enrollment; at the same time, it allows families to consider and be responsible for their choices.
