Hanoi bans gasoline-powered motorbikes in Ring Road 1 from July 2026

The Prime Minister requested Hanoi to implement a roadmap to ban motorbikes using fossil fuels in the central area from mid-2026, moving towards expanding the low-emission zone throughout the city by 2030.

According to Directive 20 issued on July 12 on a number of urgent and drastic tasks to prevent and resolve environmental pollution, Prime Minister Pham Minh Chinh requested Hanoi to deploy solutions for organizations and individuals to convert their vehicles, ensuring that by July 1, 2026, there will be no more motorbikes and scooters using fossil fuels circulating in the beltway area 1.

From January 1, 2028, in addition to banning gasoline-powered motorbikes and scooters, personal cars using fossil fuels will also be restricted within the beltway 1 and beltway 2 areas; by 2030, this will apply to all personal vehicles using fossil fuels within the beltway 3 area.

The city was assigned to establish and announce the Low Emission Zone Project in the third quarter of 2025. By 2030, Hanoi needs to develop a multi-modal public transport network, covering main routes, connecting densely populated areas and major hubs. Charging stations, services for clean energy vehicles as well as electric bus and train fleets are required to be expanded.

Along with that, the city will issue policies to support businesses in manufacturing and assembling clean vehicles; increase registration fees, license plate fees and parking fees for gasoline and diesel vehicles in the central area. From the fourth quarter of 2025, Hanoi will also pilot a ban on single-use plastic items in restaurants, hotels and eateries in the beltway 1.

In December 2024, the City People's Council passed a resolution to implement low-emission zones, effective from January 1, 2025. During the 2025-2030 period, Hanoi will pilot LEZs in Hoan Kiem and Ba Dinh districts and encourage replication in other areas. After 2031, the implementation of low-emission zones will be mandatory in high-risk areas.
