The Hanoi People's Committee has just issued a plan to implement the "Overall Project on the Management of the Centralized Surveillance Camera System in Hanoi".
According to the plan, in June 2025, Hanoi will issue a temporary regulation on the management, operation, exploitation, and use of the centralized surveillance camera system in the city. In 2026, the surveillance camera system will be expanded to key security and order targets throughout the city.
From 2025 onwards, the Command Center will be upgraded and a system of surveillance cameras will be installed to monitor and manage traffic, serving security and order, and handling violations for the Traffic Police Department (Hanoi City Police).
Phase 2 of the traffic control center and peripheral equipment renovation and upgrading project will be implemented in 2025-2026.

The period from 2025-2027 will see the establishment and operation of the Hanoi City Traffic Management and Operation Center, including a smart traffic management and operation unit. The period from 2025-2030 will involve the installation of a surveillance camera system, with the investment from various departments, agencies, and the People's Committees of districts, counties, and towns.
According to the Hanoi People's Committee, the People's Committees at all levels have currently deployed 20,405 surveillance cameras. Of these, 9,397 cameras are operational, comprising 33 different types.
Hanoi needs approximately 40,210 cameras, including 23,736 for security and order monitoring and violation handling; 227 for national defense; and 16,247 for monitoring and state management of traffic safety, transportation infrastructure, environment, and urban order.
The Hanoi People's Committee believes that the project, once implemented, will bring positive results in terms of investment and society. It will provide people with convenient smart transportation services to save costs and time; ensure data transparency, improve monitoring efficiency, and raise public awareness.
