Hanoi needs to take advantage of opportunities from the Capital Law for breakthrough development.

On the morning of July 1, the Hanoi People's Council, term XVI, 2021 - 2026, held its 17th session (regular session in mid-2024) to carry out important contents under its authority.

Speaking at the opening of the session, Mr. Nguyen Ngoc Tuan - Chairman of the Hanoi People's Council said that the 17th session of the Hanoi People's Council took place right after the success of the 7th session of the 15th National Assembly with many very important and meaningful contents for the City.

That is to give opinions to complete the Capital Planning for the period 2021-2030, with a vision to 2050 and to adjust the overall Capital Construction Master Plan to 2045, with a vision to 2065. In particular, the National Assembly voted to pass the amended Capital Law with a very high consensus rate (with an approval rate of 95.06%).

"These are very important legal bases to promptly institutionalize viewpoints and development orientations, create breakthrough mechanisms, maximize resource mobilization, effectively exploit potentials and strengths, and help the capital continue to develop rapidly and sustainably," Mr. Tuan emphasized.

The Chairman of the City People's Council said that according to the approved meeting agenda, at this meeting, the City will review 17 reports and pass 22 resolutions. Among them, there are many very important contents such as: updating and adjusting the public investment plan; the overall project for building the urban railway system; the project to improve capacity and ensure safety in fire prevention, fire fighting and rescue, etc.

This is a session with a large volume of work and many important contents. The City People's Council will review and evaluate the implementation of socio -economic development tasks, national defense and security, budget revenue and expenditure in the first 6 months of the year and key tasks in the last months of 2024.

According to the Chairman of the Hanoi People's Council, in addition to the achieved results, through the supervision of the People's Council, the Standing Committee of the City People's Council shows that there are still some difficulties, challenges, shortcomings and limitations in the development process.

Also at the meeting, the Standing Committee of the City People's Council plans to discuss two groups of issues, including: questioning the implementation of discipline, responsibility in performing public duties at State agencies in Hanoi; questioning vocational training and job creation in the area.

These are important and practical contents that the City is focusing on directing, reflected through voters' opinions and recommendations, through supervision and proposals of the People's Council Committees, People's Council Delegation Groups and City People's Council delegates.

Speaking at the session, Ms. Nguyen Thi Thanh - Vice Chairwoman of the National Assembly, requested the Hanoi People's Council to continue to fully grasp, synchronously and effectively implement the resolutions issued by the Central Committee, the National Assembly, the Government and Hanoi, promote economic growth and achieve development goals for 2024.

Regarding the amended Law on the Capital, the Vice Chairman of the National Assembly noted that this law with its specific mechanisms and policies for Hanoi to develop breakthroughs creates a driving force to lead the whole region and the whole country, in which it demonstrates strong decentralization for the Hanoi City government, but also places a higher responsibility on the city government in synchronously performing the tasks of building, protecting and developing the capital, meeting the requirements of the Party, the State and the aspirations of the people.

Ms. Thanh suggested that Hanoi seize this opportunity, act decisively, strongly promote its role and mobilize its combined strength to maximize the effectiveness of specific mechanisms to promptly remove obstacles to promote and develop existing advantages.

“Proactively research, review, and develop plans for implementation, including clearly defining the roadmap and assigning responsibilities to relevant agencies and units so that the Capital Law can be put into practice and achieve practical results as soon as it comes into effect,” said Ms. Thanh.

In the first 6 months of 2024, the socio-economy continued to develop, with many indicators achieving high results such as: GRDP in the first 6 months of the year is estimated to increase by 6%; State budget revenue is estimated at VND 252,054 billion, equal to 61.7% of the estimate, up 12.5% ​​over the same period, of which domestic revenue reached VND 237,747 billion, accounting for about 94.3% of total State budget revenue. This is a fairly high increase in the context of many difficulties and challenges.

In the first 6 months of the year, the number of tourists to Hanoi increased by 13.7%, of which international visitors reached 3.14 million, up 52.6% over the same period. Attracting foreign investment capital (FDI) reached more than 1.1 billion USD, up 52% ​​over the same period in 2023. Urban planning, management, renovation and development work has been accelerated and achieved many positive results. Economic development and new rural construction continue to be promoted, so far all 18/18 districts, towns and 382/382 communes have met new rural standards .
