Hanoi leads the country in building new rural areas

(Chinhphu.vn) - After nearly 15 years of implementation, Hanoi has completed the construction of new rural areas in 2024, reaching the target one year ahead of schedule. After entering the implementation phase of 2-level local government, the program has been directed synchronously and promptly for close implementation, achieving many positive results.

Hanoi reaches new rural finish line 1 year early

According to Mr. Nguyen Xuan Dai, Director of the Hanoi Department of Agriculture and Environment, in 2025, Program No. 04-CTr/TU dated March 17, 2021 of the Hanoi Party Committee on "Promoting the effective implementation of the national target program on new rural construction associated with restructuring the agricultural sector and developing the rural economy , improving the material and spiritual life of farmers in the period 2021-2025" continues to be directed synchronously, promptly and achieves positive results.

Recently, on June 22, the Prime Minister issued Decision 1226/QD-TTg recognizing Hanoi as completing the task of building new rural areas in 2024. Thus, Hanoi has reached the finish line one year ahead of the target of the new rural program set for 2025.

This result was achieved thanks to the focused and drastic leadership and direction of the Party Committee and government from the City to the grassroots level, the participation of the entire political system and the consensus and joint efforts of local people.

The program targets have been achieved and basically achieved. Some of them are difficult targets such as the number of districts meeting the advanced new rural standards, the city completing the task of building new rural areas. Hanoi has no more poor households, this target is one year ahead of the program target.

Specifically, regarding new rural districts, from 2021 to 2023, the City has been recognized by the Prime Minister for 11 more districts (Thach That, Thanh Oai, Phuc Tho, Soc Son, Thuong Tin, Chuong My, Phu Xuyen, Ung Hoa, Ba Vi, My Duc, Me Linh) meeting new rural standards (2 years ahead of the program's target), bringing the total to 17/17 districts in Hanoi meeting new rural standards and Son Tay town completing the task of building new rural areas; achieving 100% of the program's target, finishing 2 years ahead of the set target.

The city has 6/17 districts (reaching 35%) recognized by the Prime Minister as meeting advanced new rural standards, including: Thanh Tri, Gia Lam, Hoai Duc, Dong Anh, Thanh Oai, Thuong Tin.

Of which, Thanh Tri, Gia Lam, Hoai Duc, and Dong Anh districts will be recognized as meeting advanced new rural standards in 2023; Thanh Oai and Thuong Tin districts will be recognized as meeting advanced new rural standards in 2024; 60% of communes will meet advanced new rural standards; 29% of communes will meet model new rural standards.

This result makes Hanoi the locality with the highest number of communes and districts meeting new rural, advanced new rural and model new rural standards in the country. Notably, the city has exceeded the program's target one year ahead of schedule.

Set goals for advanced new rural areas

In Phuc Son commune (including the communes of Thuong Lam, Phuc Lam, Tuy Lai, My Xuyen and part of Dong Tam commune of the old My Duc district), according to Mr. Tran Xuan Hai, Chairman of the Commune People's Committee, the commune is currently synthesizing, reviewing and re-evaluating the criteria according to the set of criteria for advanced new rural communes, from which a specific plan will be developed, assigning tasks to each department and each village to complete the synchronization.

The goal of the 2025-2030 period of Phuc Son commune is to reach the goal of an advanced new rural commune, a comprehensively developed rural area.

In the past 10 years of implementing the new rural construction, the appearance of Phuc Son has really "changed". The inter-village and inter-commune roads have been concreted and asphalted to replace the muddy and winding dirt roads of the past.

The villages have cultural houses, serving well the needs of community activities. The school system at all levels from kindergarten to junior high school has been newly built, upgraded and spacious, with full functional classrooms, playgrounds, and modern teaching equipment. The commune health station has been invested with more than 11 billion VND, meeting the national criteria for primary health care, with separate clinics, functional areas, and a team of medical staff with professional qualifications.

Originally a purely agricultural commune with traditionally cultivated crops such as rice and vegetables, many farming households in Phuc Son commune have now applied science and technology to develop large-scale production. Many concentrated agricultural production areas have been formed after land consolidation, and agricultural cooperatives have also proactively linked with businesses in producing high-quality rice, bringing efficiency and ensuring a clean supply of raw materials with clear origin.

The commune stands out with many agricultural cultivation models (malabar spinach, melons, etc.) following VietGAP standards, using electronic diaries, drip irrigation, etc. in plant care, providing stable jobs for many local workers with an income of 7-10 million VND/month.

Thanks to the implementation of the new rural development program, the material and spiritual life of people in the city has also been significantly improved. The average income per capita in rural areas in 2024 will reach 74.3 million VND/person/year, an increase of 19.3 million VND/person/year compared to 2020 (reaching 55 million VND/person/year). It is expected that by the end of 2025, the average income per capita in rural areas in 2025 will reach over 80 million VND/person/year. Most households have solid and spacious houses.

Medical work, disease prevention, and farmer health care have made much progress, 100% of commune health stations have doctors working at the station. The rate of people participating in health insurance in the whole city by the end of 2024 will reach 95.25% (an increase of 5.15% compared to 2020); 100% of rural households will have access to clean water, of which the rate of rural households with access to centralized clean water systems is estimated at 95%.

By the end of 2024, Hanoi will have no more poor households (reducing 690/690 poor households), the poverty reduction result will reach 182% compared to the City's assigned target (the poverty reduction target has been reached 1 year ahead of the plan for the period 2021-2025). In rural areas, there are still 9,570 near-poor households, accounting for 0.77%. By July 2025, 7 more households will escape near-poverty.

To continue promoting the achieved results, in the coming time, the City will encourage and support localities to develop rural economy, innovate production models, with the ultimate goal of constantly improving the material and spiritual life of rural people.
