The Ministry of Education and Training informed some results on the implementation of the illiteracy eradication program, promoting continuous learning, lifelong learning and building a learning society.
Accordingly, many provinces and cities have 100% of district-level units opening literacy classes. Some localities flexibly organize classes at people's homes, pagodas, and churches; effectively coordinate with border guards to propagate and mobilize the opening of literacy classes for ethnic minorities, especially in border areas.
Continuing education centers, vocational education - continuing education centers coordinate effectively with primary schools, secondary schools and community learning centers to organize literacy classes, assign teachers or sign teaching contracts.
The results of universal education and illiteracy eradication in provinces and cities in 2024, the rate of people aged 15 - 60 with level 1 and level 2 literacy is 99.10% and 97.72% respectively (increased by 0.32% and 0.35% compared to the 2023 - 2024 school year).
Nationwide, there are 646,672 people who have not met the literacy level 1 standard and 1,643,461 people who have not met the literacy level 2 standard, concentrated in the age group of 36 - 60 in disadvantaged provinces.
In the 2024-2025 school year, the whole country mobilized 70,719 students to participate in literacy classes, of which ethnic minority students accounted for 80% with 34,920 people studying in literacy classes phase 1 and 35,799 people studying in literacy classes phase 2.
The results of illiteracy eradication were inspected and recognized by the People's Committees at all levels. Currently, 100% of commune-level units nationwide have met the level 1 literacy standards. 98.60% of commune-level units and 87.3% of provinces have met the level 2 literacy standards, of which 4 provinces have raised the level 1 literacy standards to level 2 compared to the previous school year; 8 provinces have not met the level 2 literacy standards, accounting for 12.7%.
The Ministry of Education and Training also informed that the number of learners participating in specialized classes to disseminate and update knowledge and skills and other regular training classes at community learning centers, continuing education centers, vocational education - continuing education centers was 24,561,254 learners (an increase of 883,328 learners compared to the 2023 - 2024 school year), in which there are localities that attract a large number of learners.
The content of the teaching programs of community learning centers is very diverse, close to the practical needs of the people, following the motto "learn what is needed", including topics on agriculture, science and technology, rural economics, health care, population, laws and policies of the Party and State...
Classes at community learning centers have created lifelong learning opportunities for everyone, especially those who do not have the opportunity to study formally; contributing to improving knowledge, applying technical advances to production, improving life, many households thereby escaping poverty and developing sustainable economy for the people.
In addition to the achieved results, some localities still have many people who have not reached the literacy level 1 standard, but have not been able to mobilize people to study to eliminate illiteracy. Some provinces, although having issued resolutions regulating the content and expenditure levels for eliminating illiteracy, have not been able to organize classes for many years; the level of financial autonomy in many centers is still low...
