Acknowledging that the education sector has made many efforts in implementation and achieved important results, contributing positively to the country's overall achievements, the Prime Minister assessed that the education and training sector still has limitations and shortcomings that need to be promptly addressed.
The Prime Minister requested the People's Committees of provinces and cities to strengthen direction, guidance, inspection and supervision of educational institutions in the implementation of financial revenue and expenditure management, and publicize revenues at the beginning of the school year to ensure compliance with regulations.
Localities also need to coordinate with the health sector and relevant agencies to proactively prevent and control epidemics; ensure food hygiene and safety; synchronously deploy measures to prevent school violence, ensure school security and safety; and manage extra teaching and learning in accordance with regulations.
The Prime Minister also directed localities to review and arrange surplus administrative headquarters due to the rearrangement to supplement facilities and schools for the education sector.
The Head of Government assigned the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to guide localities in recruiting, arranging, and mobilizing teachers and school staff to ensure sufficient quantity according to regulations.
The Ministry of Education and Training needs to have solutions to overcome the shortage of teachers, meeting the requirements of teaching 2 sessions/day; not allowing the arrangement of the organizational apparatus to create a shortage of teachers, affecting students' learning.
In addition to guiding localities in implementing policies and regimes for teachers according to the provisions of the Law on Teachers, the Ministry of Education and Training is assigned the task of reviewing, enhancing training and improving professional capacity for civil servants and public employees at the department, commune and educational institution levels to perform tasks in the field of education and training.
The Prime Minister requested the Ministry of Education and Training to organize the implementation of the policy of free tuition and lunch support for students, ensuring that all beneficiaries have timely access.
Another task is to build and develop a system of boarding schools for 248 border communes, initially focusing on investing in building or renovating 100 schools, starting in October.
The Prime Minister directed a strong shift to modern, active educational methods, enhancing self-study, creative experience, guiding students to develop independent thinking and problem-solving skills; improving foreign language skills, especially English, gradually making English the second language in schools; continuing to innovate assessment methods, ensuring honest assessment of learning and teaching results.
Regarding the university level, the Prime Minister requested to reorganize and restructure higher education institutions; merge and dissolve lower-standard higher education and vocational education institutions. Strengthen state management of higher education institutions, and study the transfer of some universities to local management to improve management efficiency and better meet local human resource training requirements.
The Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with relevant ministries and agencies to urgently complete and submit to the Government for promulgation a Decree on civil servant job positions, as a basis for the Ministry of Education and Training to issue guidelines on the list of job positions, descriptions and competency frameworks for civil servants in the education sector, ensuring the improvement of the quality of civil servants in the education sector to meet requirements in the new context.
The Ministry of Home Affairs is also tasked with checking the recruitment of additional teachers for localities in the 2022-2026 period; reviewing and proposing additional teacher positions in the 2026-2030 period to overcome the shortage of teachers.
In addition, according to the Prime Minister, it is necessary to universalize preschool education for children aged 3-5; fully and synchronously equip teaching equipment according to the 2018 General Education Program and digital transformation requirements.
Also in the directive, the Prime Minister requested the Ministry of Education and Training to focus on developing a draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71 of the Politburo on breakthroughs in education and training development. This draft must be submitted to the National Assembly for consideration and approval at the 10th Session, ensuring quality and progress according to regulations.
