Ho Chi Minh City says no to education investors who only aim for short-term profits

The number of non-public educational institutions has increased sharply.

On September 16, the Department of Education and Training of Ho Chi Minh City held a conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year for non-public educational institutions in the area.

Reporting at the conference, Mr. Nguyen Huu Tam, Head of the Department of Management of Non-Public Educational Institutions, said that after merging the administrative boundaries between Ho Chi Minh City, Binh Duong province and Ba Ria - Vung Tau province, the whole city now has 3,250 non-public educational institutions.

Of which, foreign language and information technology centers account for the largest proportion with 1,594 units, followed by study abroad consulting organizations with 665 units.

In the 2024-2025 school year, the activities of the non-public sector will have many fluctuations: Dissolving 3 foreign-invested kindergartens, 47 foreign language - information technology centers and 6 life skills education centers; Suspending the operations of 2 foreign language - information technology centers and 21 study abroad consulting organizations; Establishing 418 new educational units.

By the end of the last school year, data of non-public educational institutions had been digitized, making it easier to look up and check after licensing.

According to the Department of Education and Training, after expanding administrative boundaries, the number of non-public educational institutions increased rapidly, causing difficulties in management.

Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, affirmed that the city's education sector always creates favorable conditions for investors, ensures a fair competitive environment, and promotes businesses to invest in education development.

However, Mr. Hieu also emphasized his firm stance of not accompanying investors who only aim for short-term profits.

In reality, some non-public educational institutions and centers that do not have enough scale and capacity still seek to sign cooperation contracts with public schools.

This leads to a shortage of good teachers who do not meet professional requirements, affecting the overall quality of education in the city.

"The Department of Education and Training of Ho Chi Minh City will resolutely handle and rectify violations to build a healthy, fair and equal educational environment," the Director of the Department of Education and Training of Ho Chi Minh City emphasized.

The Department of Education and Training is submitting to the Ho Chi Minh City People's Committee for promulgation of regulations on coordination between departments and branches. This regulation will create a clear legal corridor for the operation of educational institutions, especially the non-public system.

According to the Director of the Department of Education and Training of Ho Chi Minh City, all educational institutions in the area must publicly and transparently disclose information about schools, teachers, number of students, scale of operations, etc.

Data will be collected directly from industry systems, no manual reporting required. Educational institutions must demonstrate transparency through digital data platforms.

Mr. Hieu also highly appreciated the creative and innovative role of the non-public sector. Many teaching technology solutions and investment in modern equipment have been pioneered by this sector, contributing to improving the quality of education.
