On September 12, in Da Nang City, the Ministry of Education and Training held a conference to summarize the contents of education and training under the National Target Program on New Rural Development and a workshop to evaluate the implementation of education and training indicators in the National Criteria for New Rural Development at all levels for the period 2021-2025, and propose the period 2026-2030.

Improve the quality of human resources
The National Target Program on New Rural Development (NTDP) for the 2021-2025 period is a key program of the Government aimed at comprehensive and sustainable rural development. The Education and Training sector plays a key role in improving the quality of human resources, contributing to achieving new rural criteria, especially the criteria of school ratio at all levels, universalizing preschool education for 5-year-old children; universalizing primary education; universalizing lower secondary education; eliminating illiteracy and improving the quality of vocational training for rural workers, linked to market demand; supporting the promotion and development of start-up and innovation models in rural areas.

In the field of education, many important targets were achieved and exceeded. Notably, there was a marked improvement in facilities, an increase in the rate of schools meeting national standards, and increasingly better assurance of access to education.
In the 2021-2025 period, 87.5% of communes nationwide will meet the School criteria. The rate of schools meeting national standards will increase from 10.9% (2020) to 62.8% (2024), of which preschools will reach 66.9% (level 1) and 16.2% (level 2); primary schools will reach 43.4% (level 1) and 18.2% (level 2); secondary schools will reach 52.4% (level 1) and 13.9% (level 2).
By June 30, 50.5% of districts met criterion No. 5 on new rural education, with 45.1% of high schools meeting national standards level 1 and 64.5% of vocational education and continuing education centers achieving quality accreditation level 1. 20.3% of districts met criterion No. 5 on advanced new rural education.
The education sector has made great strides in upgrading school facilities. The rate of schools meeting national standards has increased significantly across the country, especially in disadvantaged areas. The increase in the rate of schools meeting national standards reflects the concerted efforts of authorities at all levels and the active participation of the community, contributing to the effective implementation of the education program.
According to general data of the National Target Program on New Rural Construction, the whole country has 79.3% of communes meeting new rural standards, in which, Schools, Education and Training are two criteria with high rates, especially Education and Training criteria.
In vocational training alone, nearly 250,000 workers are prepared to enter the market, demonstrating great efforts of the vocational education system.
However, some communes meet the minimum criteria, especially in mountainous areas, due to lack of resources to maintain facilities and high dropout rates after meeting the standards.
The conference recorded many enthusiastic opinions and experiences in the implementation process at the grassroots level of localities such as Phu Tho, Da Nang, Tay Ninh, Dak Lak, Thai Nguyen, representatives of the Ministry of Agriculture and Environment , Ministry of Finance... in mobilizing resources, eliminating illiteracy, and assessing the quality of Continuing Education and Vocational Education Centers...
Equity in access to education
Mr. Tran Anh Tuan - Vice Chairman of Da Nang People's Committee shared that thanks to investment resources from the national target program on new rural construction, teaching and learning conditions in the highland communes of Da Nang have been significantly improved, contributing to the regulation of education quality as well as fairness in benefits. "Achieving the two criteria related to education in the new rural program is not easy; in the highlands it is even more difficult, like Da Nang has Hung Son commune, the city has just started building an inter-level border school on the mainland".

In the period 2026-2030, the Ministry of Education and Training identifies the goal in implementing the National Target Program on new rural construction, focusing on modernization, improving the quality of education and training, focusing on developing learners' qualities and capacities, creating breakthroughs in resources, motivation and new space for education and training development to ensure equal opportunities for everyone, especially in remote areas, ethnic minority and mountainous areas.
To achieve the goal, according to Deputy Minister Le Tan Dung, it is necessary to continue to improve the legal system, amend three important laws on education; innovate management in the direction of creation, maximum resource mobilization; enhance the application of science and technology; build and replicate effective models; improve the quality of vocational training and ensure fairness in access to education. Monitoring and evaluation work will be promoted, ensuring criteria that are both practical and motivating.
"Regarding investment tasks, it is necessary to integrate national target programs to avoid overlap and ensure effective use of resources. More importantly, implementation must be linked to specific projects and programs. Resolution 71-NQ/TW is considered a breakthrough to remove major bottlenecks, in which the education sector must focus on improving quality.
In the field of vocational training, the Law on Vocational Education will be amended with many new points, including the model of "vocational high school". This type ensures that students have general knowledge, receive vocational training, and are still eligible to take the high school graduation exam. This is a step towards realizing the goal of universalizing high school and equivalent education," said Deputy Minister Le Tan Dung.
In addition, according to the Deputy Minister, education must ensure fairness in access and create learning opportunities for all subjects.
On this occasion, the Ministry of Education and Training awarded certificates of merit from the Minister of Education and Training to collectives and individuals with outstanding achievements in implementing the National Target Program for the 2021-2025 period.
