According to information from the Hanoi People's Committee, the entire city is currently implementing land clearance for approximately 1,428 projects, including 1,281 projects using state budget funds and 147 projects using non-state budget funds. Among these are 27 large, important, and key projects that play a crucial role in resolving infrastructure bottlenecks and promoting socio -economic development in the capital city.

According to the Hanoi People's Committee, in order to achieve the GRDP growth target and strive for double-digit growth in 2026, accelerating land clearance and unlocking land resources is identified as a key and urgent task.

Following the directives of the Hanoi City Party Committee, People's Council, and People's Committee, Hanoi has focused on leading and directing efforts to resolve difficulties and obstacles in compensation, support, and resettlement, especially for strategic transportation infrastructure projects, regional connectivity infrastructure, and key projects.

The Standing Committee of the Hanoi City Party Committee has directly inspected the sites and reviewed the progress of key projects weekly. The City Party Committee has established a Steering Committee for Land Clearance for key projects, chaired by the Standing Deputy Secretary of the City Party Committee, with the Vice Chairman of the City People's Committee as the Standing Vice Chairman, and with the participation of relevant departments, agencies, and localities, in order to promptly resolve difficulties arising during implementation.

Thanks to the coordinated efforts of the entire political system, land clearance work from the last two months of 2025 to the present has seen many significant improvements.

Many long-term projects have been completed in the GPMB (General Planning and Management Board) area, such as: 4 bridges over the Red River including Hong Ha Bridge, Me So Bridge, Van Phuc Bridge, and Ngoc Hoi Bridge; the Ring Road 1 section from Hoang Cau to Voi Phuc; the Ring Road 4 - Capital Region; the intersection of the road surrounding the Chu Van An memorial area with Road 70; and the Tam Trinh road.

Focus on removing "bottlenecks" for strategic projects.

Currently, Hanoi is focusing on land clearance for the 2.5, 3, and 3.5 ring roads, along with many key transportation routes and the remaining three bridges over the Red River: Tu Lien Bridge, Tran Hung Dao Bridge, and Thuong Cat Bridge. The goal is to complete land clearance for the three bridges over the Red River and the remaining sections of the 2.5 ring road before June 30, 2026.

Simultaneously, the city is implementing land clearance and investing in the construction of 9 major projects such as: the Olympic Sports Urban Area; the Red River scenic boulevard; the Medical Complex - Elderly Healthcare - Hanoi Medical University in Hoang Mai ward; the Digital Technology and Mixed-Use Park in Phu Dien and Tay Tuu wards.

In addition, there are other major projects such as: the National Highway 1A spatial axis associated with urban renovation and reconstruction in the form of PPP; the multi-purpose urban area in Thu Lam and Dong Anh communes; the Bac Thang Long Urban City multi-purpose urban area; the project to renovate and enhance the value of the West Lake area and the scenic road along the lake; and the multi-purpose urban area in Binh Minh and Tam Hung communes.

Based on practical experience, Hanoi City has identified several key solutions to further accelerate land clearance progress in the coming period.

In this regard, the city emphasized the need to ensure the decisive involvement of the entire political system; enhance the accountability of leaders; and use land clearance results as a criterion for evaluating the performance of collectives and individuals.

This also involves strengthening propaganda and public relations; ensuring transparency in compensation, support, and resettlement plans; and enhancing direct dialogue with the people to create social consensus.

The city also focuses on effectively implementing specific mechanisms and policies on compensation, support, and resettlement; ensuring long-term livelihood stability for people after land acquisition.

One of the solutions that Hanoi is particularly focused on is preparing sufficient land and housing for resettlement, cemeteries to facilitate the relocation of graves, and compensation and support funds to ensure that people have housing and living conditions equal to or better than their previous homes.

In addition, the city will strengthen land management, address violations of encroachment and illegal construction; and at the same time promote the application of digital technology in managing and monitoring the progress of land clearance, digitizing records and making data public to improve the efficiency of implementation.

In the coming period, the Hanoi People's Committee will continue to identify land clearance as a key and urgent task, requiring focused direction, decisive implementation, transparency, and adherence to legal regulations, while ensuring the legitimate rights and interests of the people. The city will continue to promote the leadership role of Party committees and authorities at all levels; strengthen dialogue, propaganda, and mobilization; promptly resolve difficulties and obstacles at the grassroots level; and ensure adequate conditions for resettlement, livelihoods, technical infrastructure, and social infrastructure to help people stabilize their lives.
