Hanoi plans to have a new Party Executive Committee of 75 members.

On the morning of October 8, the Hanoi Party Committee held a press conference to inform about the plan to organize the 18th Hanoi Party Congress, term 2025 - 2030.

According to the plan, the congress will be held for 3 days, from October 15 to 17, at the National Convention Center. The preparatory session will be held on October 15; the official session will be held on October 16-17.

Reporting at the conference, on the work of drafting documents, Mr. Ha Minh Hai, Head of the Hanoi Party Committee's Organization Committee, said that the Standing Committee of the Party Committee determined that this was a very important task, not only to evaluate the results and achievements that the Party Committee, army and people of the Capital had achieved in the past term, but also to set high requirements for the development of the Capital in the context of the country entering a new era, the era of national growth.

The draft documents of the congress update the Central Committee's and General Secretary To Lam's thoughts and guiding viewpoints on the new era, the era of national growth, and the strategic resolutions of the Politburo to complete the draft documents submitted to the 18th City Party Congress to ensure they are concise, easy to understand, easy to remember, easy to do, and easy to check.

Regarding personnel work, the Head of the Hanoi Party Committee's Organization Committee said that, closely following Directive 45 of the Politburo , the guidance of the Central Organization Committee and the Central Party Committees, the City Party Committee has developed and issued a direction for personnel work for the City Party Executive Committee for the 2025-2030 term, which clearly defines the number, structure, conditions, and standards for the positions according to regulations.

Specifically, the number of personnel of the 18th City Party Executive Committee includes 75 comrades (4 comrades more than now); the number of Standing Committee includes 17 comrades; the number of Standing Committee of the City Party Committee includes 5 comrades. The personnel work plan has basically followed and implemented according to Directive 45 of the Politburo and the regulations and instructions of the Central Committee.

Mr. Ha Minh Hai stated that the introduction of personnel for the Executive Committee has a reasonable basic structure among departments, branches, and localities, ensuring the rate of innovation of the Party Committee; paying attention to the structure of science and technology staff; and female staff. The level of the staff participating in the Party Committee is quite high in both expertise and political theory.

The draft document of the 18th Congress of the Hanoi Party Committee sets the target of an average GRDP growth rate of 11.0%/year or higher in the 2026 - 2030 period; GRDP per capita of over 12,000 USD. Labor productivity in 2030 (at current prices) of 644.5 million VND/worker; 19 doctors per 10,000 people...

Hanoi aims to have an urbanization rate of 65-70% by 2030; public passenger transport meeting at least 30% of people's travel needs; total completed social housing of about 120,000 units; urban green space of at least 10m2/person.
