On June 10, Hanoi City began collecting opinions on the draft Resolution on highway usage fees for vehicles traveling on highways owned by the entire people and managed by the city.
According to the draft, toll roads must meet the following conditions: They must be designed and invested in according to technical standards and regulations on highways and other relevant technical standards and regulations; be handed over to Hanoi City for management and put into operation; and have an asset exploitation plan approved by the city.
Highway fees are determined based on the actual distance traveled by the vehicle, with fees corresponding to each type of vehicle (VND/km).
Fee levels, fee-paying subjects, and fee exemptions are implemented according to Decree No. 130/2024 on collecting highway usage fees for vehicles traveling on highways owned by the entire people, represented by the State as the owner and directly managed and exploited.
Decree 130 stipulates that 5 groups of vehicles must pay highway usage fees, divided into two levels. Level 1 applies to completed highways that meet standards; level 2 applies to highways that do not meet standards, such as those without rest stops, service roads, or emergency lanes. Drivers of cars traveling on state-invested highways will have to pay a fee of at least 900 VND and at most 5,200 VND per km.
The time of toll collection is determined by the city "when the prescribed conditions are met and the selection of road use payment service providers and collection operators is completed".
The draft does not specify the routes that will collect tolls, however, according to the Department of Construction, there are currently two expressways managed by Hanoi: the elevated Ring Road 3 (over 29 km) and Thang Long Boulevard (28 km).
The City assigned the Department of Construction to identify expressway routes and sections in the area that meet toll collection conditions. From there, the Department proposed and reported on the selection of toll collection management agencies, payment service providers, operating units, and agencies that have the right to collect tolls for using expressways.
