Preserving the unique identity of the countryside
Speaking at the ceremony, Vice Chairman of the National Assembly Le Minh Hoan emphasized that if urban areas are the measure of modernity, then rural areas represent identity. A country can reach the same level of development as many other countries, but will only be truly remembered when it retains its own soul - the cultural and spiritual values of the countryside.
According to him, Hanoi - the capital of a thousand years of civilization - not only reflects the dynamism of the socio -economy, but also preserves the cultural soul and spiritual life of the community. In the journey of building a new rural area, the city has implemented many specific initiatives, from the model of Dong Trung commune associated with tourism, orienting the development of organic and ecological agriculture, to the movements "Saturday for the New Rural Area", "Green Sunday", and the program "Houses with numbers, streets with names, mural streets, blooming flowers". In particular, Hanoi has taken people's opinions to measure the level of satisfaction, considering this a real measure of success.

The Vice Chairman of the National Assembly emphasized: New Rural Areas are not only concrete roads, lighting systems or spacious schools, but also new vitality in the way people think and work. It is a change that dares to think, dares to get rich in a legitimate way. He affirmed that the New Rural Area program does not simply stop at infrastructure development, but aims to comprehensively improve the quality of life, so that the countryside becomes a place worth living, worth coming and worth returning.
In the context of Hanoi organizing local government according to a two-level model, the Vice Chairman of the National Assembly believes that the Party Committee, the Government and the People of the Capital will continue to develop the New Rural Program in depth, sustainably, closely linked to cultural identity. He suggested that grassroots officials need to change their thinking, not just stick to hard documents, but must be creative based on the characteristics of each village. The space for development is not only limited to production, but needs to integrate cultural, social and community factors - where people's awareness and capacity become decisive factors.
"NTM is not a title to show off, but a spiritual mark; not only a milestone, but also a journey to show gratitude to those who have silently contributed over the years," the Vice Chairman of the National Assembly emphasized.
He called on Hanoi to launch the movement "One community, one initiative, one commune leader, one initiative", turning each model, initiative, craft village, and cooperative into the seed of great changes.
The first step for a new journey
Speaking at the ceremony, Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed that the city always adheres to the "green - harmonious - sustainable" development orientation, considering rural areas as the foundation, urban areas as the driving force, heritage as identity, culture as the core and people as the subject. That viewpoint has been materialized through many creative and practical solutions.
The New Rural Development Program in Hanoi started in 2010, when the city had 401 participating communes, achieving an average of only 1 criterion/commune. After nearly 15 years, the program has become a widespread movement, mobilizing the strength of the entire political system and the entire population. The face of the capital's rural areas has changed fundamentally and comprehensively.

The capital's economy is growing strongly: GRDP in the third quarter of 2024 is estimated at 8.85%, far exceeding the same period; agricultural production value increased by over 3%/year; agricultural and forestry exports exceeded 2 billion USD. Average income per capita in rural areas increased from 13 million VND in 2010 to 74.3 million VND in 2024, the highest in the country. Hanoi no longer has poor households.
Rural infrastructure is developed synchronously: 100% of communal and inter-village roads are concreted and asphalted; 100% of communal health stations meet national standards; over 95% of the population has health insurance; over 96% of schools meet standards. Over 95% of households use clean water, the irrigation system ensures irrigation for 95% of agricultural land. In the period 2010 - 2024, Hanoi mobilized over 185 trillion VND, of which the people contributed over 21 trillion VND.
As a result, by 2024, 100% of Hanoi communes will meet NTM standards, of which 229 communes will meet advanced standards (60%), and 109 communes will meet model standards (29%). 18/18 districts and towns will complete their tasks/meet NTM standards, of which 6 districts will meet advanced standards (35%). Hanoi also leads the country in the OCOP program with 3,463 products, accounting for 21% of the country, of which 9 products will achieve 5 stars.
On June 22, 2025, the Prime Minister issued a Decision recognizing Hanoi's completion of the NTM task in 2024; on September 19, 2025, the President signed a Decision to award the First Class Labor Medal to the Party Committee, government and people of the Capital.
"This is a testament to the correct policy of the Party and State; it is the result of the spirit of solidarity, high political determination and the unanimity and joint efforts of all the people of the capital," the Chairman of the City People's Committee emphasized. He said that the new rural area has become "the will of the Party and the heart of the people", contributing to creating profound changes in the economy, culture, society, environment and quality of life, laying the foundation for a new stage of development of Hanoi.
According to the Chairman of the City People's Committee, completing the NTM task is not the end point, but the beginning of a new development journey. In the context of Hanoi arranging administrative units according to the two-level government model, the city continues to identify Agriculture, Farmers, and Rural Areas as the foundation.
With the achieved foundation, the Chairman of the City People's Committee affirmed that Hanoi will continue to build a "rich in identity - modern - civilized - happy" capital, where development is not only measured by growth figures but also by the quality of life and happiness of the people.
Implementing 5 key tasks on new rural areas In the coming time, Hanoi will implement 5 key tasks: thoroughly grasp the Central's guidelines and policies; study specific mechanisms to improve the quality of new rural areas towards urbanization; develop modern rural economy, restructure agriculture, promote "4-house" linkage, develop ecological, organic, and circular agriculture associated with tourism; boost investment in education, health, culture, science and technology, form a class of civilized farmers, adapt to digital transformation; focus on environmental protection, build green - clean - beautiful living spaces, link sustainable development with nature; maintain national defense and security, consolidate the grassroots political system, promote people's mastery. |
