General Secretary and President To Lam emphasized that Hanoi has all the conditions to become a leading innovation center in the country, but to achieve that, it must truly have an innovative mindset.

On the afternoon of May 26th, in Hanoi, Inspection and Supervision Team No. 10 of the Politburo and the Secretariat, led by General Secretary and President To Lam, chaired a meeting to approve the draft Inspection and Supervision Report (Phase 2) of the Politburo and the Secretariat on the Standing Committee of the Hanoi City Party Committee.

Attending the Conference were: Comrade Tran Duc Thang, Member of the Political Bureau, Secretary of the Hanoi City Party Committee, Head of the Hanoi City National Assembly Delegation; Central Committee members: Nguyen Thi Thu Ha, Deputy Head of the Standing Office of the Central Party Committee, Deputy Head of the Delegation; Ha Quoc Tri, Deputy Chairman of the Central Inspection Committee , Deputy Head of the Delegation; Nguyen Trong Dong, Standing Deputy Secretary of the Hanoi City Party Committee; Vu Dai Thang, Deputy Secretary of the Hanoi City Party Committee, Chairman of the Hanoi City People's Committee; members of the Inspection Delegation; members of the Standing Committee of the Hanoi City Party Committee...

At the Conference, the Working Group approved the draft report on the results of the second inspection and supervision of the Standing Committee of the Hanoi City Party Committee regarding: the organization and operation of units, agencies, and localities after the implementation of the two-tiered local government; tasks and solutions to ensure the achievement of growth targets according to the Resolution of the 14th National Congress of the Party; the leadership, direction, and organization of the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation and related documents; and the review, evaluation, and ranking of the quality of Party organizations, Party members, and collective and individual leaders and managers at all levels.

Speaking at the conference, General Secretary and President To Lam affirmed that Hanoi has seriously implemented and proactively carried out inspection and supervision activities, initially achieving many important and fairly comprehensive results.

The city has made many innovations in leadership, direction, governance, and implementation. It has successfully led, directed, managed, and implemented many difficult tasks, new initiatives, and even unprecedented projects, all of which have been addressed systematically and thoroughly, with concrete accountability and results. The people are very pleased and supportive.

Acknowledging and commending the initial efforts and achievements of Hanoi city, the General Secretary and President emphasized that there should be absolutely no complacency, no hesitation, and no satisfaction with the initial results. Instead, the pace and effectiveness of the work of the capital's political system must be further accelerated and improved, aligning with long-term goals.

The General Secretary and President pointed out that it is necessary to frankly acknowledge that the current results are only pioneering and provide an initial foundation, and are not yet truly fundamental, sustainable, and consistent.

The topics covered in this inspection and supervision are all very new, very difficult, and unprecedented issues. They require significant innovation, face high implementation pressure, and have a profound impact on the entire political system and development model of the capital city.

The General Secretary and President assessed that Hanoi has made great efforts in operating the two-tiered local government model and has initially achieved quite clear results; at the same time, he requested Hanoi to take the lead in building a modern urban governance model, digitizing and digitally managing, minimizing the "request and grant" mechanism, reducing administrative intermediaries, reducing meetings and formalities; and to pay special attention to building a team of grassroots officials and improving the efficiency of the commune and ward governments in the capital city.

The Standing Committee of the Hanoi City Party Committee directed the urgent rectification of shortcomings and limitations identified in the inspection and supervision of the quality of grassroots cadres, noting that the quality is uneven, with some areas experiencing localized surpluses and shortages, and that the advisory, management, and digital transformation capabilities of some cadres have not met the requirements.

The General Secretary and President welcomed Hanoi's target of achieving a growth rate of 11% or higher, exceeding the national target, clearly demonstrating the capital's leading role as an exemplary leader. However, to achieve this goal, development cannot continue according to the old model and old habits.

The General Secretary and President requested the city to promptly concretize and implement Resolution 02 of the Politburo; the Law on the Capital City and the Capital City Planning with a 100-year vision.

Along with economic development, the city must pay attention to social welfare and healthcare for its people. Simultaneously, the planning and construction of large urban areas in the future must include investment in social housing, rental housing, or housing policies and programs to serve the majority of people with limited economic resources, ensuring that no one is left behind.

The city continues to concretize the policy of building socialist communes and wards with specific criteria and standards, ensuring that they truly serve as "models" for urban infrastructure, social governance, and people's lives, making them desirable places to live and visit for all Vietnamese people, thereby replicating the model in localities that meet the necessary conditions and criteria.

Regarding the implementation of Resolution 57, the General Secretary and President stated that it is necessary to frankly acknowledge that scientific and technological activities and innovation have not yet created many products with widespread impact, and have focused mainly on digital transformation; while digital transformation is still not synchronized; data is still scattered; many systems are not interconnected; and in some places there is still a situation of "data fragmentation"...

The core spirit of the Resolution is to transform the development model based on science, technology, innovation, and digital transformation. Simply purchasing equipment, developing software, or digitizing records does not constitute effective implementation of Resolution 57.

Hanoi has all the conditions to become the leading innovation center in the country. But to achieve that, it must truly have an innovative mindset; it must dare to experiment; and it must embrace even more radical innovation...

Continue to concretize the core contents of Resolution 57 into specific programs and plans with the goal of making science, technology, innovation, and digital transformation the main driving force in the growth and development of the Capital in the coming period.

The General Secretary and President urged the city to deeply understand the need to innovate the evaluation and classification of cadres, linking it with their placement, utilization, training, planning, and screening.

The evaluation of officials cannot be merely a formality; it must be substantive, concrete, and measurable through results, products, work efficiency, and the level of satisfaction of citizens and businesses. Those who perform well must be recognized and valued; those who fail to meet requirements must be promptly adjusted or replaced appropriately. We cannot set very high development goals while being complacent with a workforce lacking ambition, innovation, and responsibility, and working half-heartedly.

Based on the Politburo's regulations on annual and quarterly evaluation and ranking of cadres, and the recent policy on establishing specialized research committees and teams for policy research, the Hanoi City Party Committee has concretized and implemented these regulations in accordance with the specific characteristics of the capital city, contributing to a substantial transformation in the evaluation, ranking, placement, and utilization of cadres, meeting the requirements of the new phase.

The General Secretary and President emphasized that the spirit of this inspection and supervision is to identify problems, resolve difficulties, and promote the implementation of tasks; it is absolutely not intended to create formal pressure or a mentality of avoidance. After the supervision, the most important thing is to act immediately.

The General Secretary and President requested the Standing Committee of the Hanoi City Party Committee to: urgently review all conclusions and recommendations of the inspection team, develop a specific plan for rectification, clearly defining tasks, responsibilities, timelines, and accountability; continue to thoroughly disseminate the thematic issues throughout the city's political system, avoiding situations where the city level is well-informed but implementation at the lower levels remains superficial and mechanical; urgently conduct a preliminary review of the practical operation of the two-tiered local government model and the rearrangement of villages and residential areas according to central government guidelines, ensuring quality and progress as prescribed; and continue to strongly innovate internal inspection and supervision work towards collaboration, early warning, and problem-solving, preventing inspections from becoming an obstacle to innovation and development.
