Early afternoon of August 27, after nearly 2 days of heavy rain, causing localized flooding on many streets, Hanoi was sunny and clear. On the streets leading to Ba Dinh Square, crowds began to move to watch the State-level preliminary program of the rally, parade, and march to celebrate the 80th anniversary of National Day (A80).

Compared to the previous two training sessions, due to early and far traffic separation, the streets leading to Ba Dinh Square were less congested and chaotic. The functional forces and youth volunteers were present on most streets to guide people to move to permitted areas as well as ensure safety and security in the areas.

Right at the end of Hung Vuong Street, intersecting with Nguyen Thai Hoc Street and Hang Chao Street - the "hot spot" for watching A80, people gathered in large numbers to watch the first rehearsal in an orderly manner. Most people prepared umbrellas and raincoats, in case it rained again. To serve the people, on some streets, the authorities set up some tents, in case of heavy rain, so that people would have shelter.
