The draft document indicates that the target group for free annual health check-ups or screenings includes residents of Hanoi (both permanent and temporary residents for 12 months or more) who are not employed and for whom there are currently no regulations providing financial support for regular health check-ups (except for members of the armed forces and officials under the management of the Hanoi City Party Committee).

Regarding the level of support for routine health check-ups and screenings for children under 6 years old, the content of the examinations is carried out according to Decision No. 1284/QD-BYT dated May 7, 2026 of the Ministry of Health .

For individuals aged 6 to under 18 years old, the procedures follow Circular No. 3401/BYT-KCB dated May 12, 2026, of the Ministry of Health . Children will receive a full range of clinical specialist examinations as stipulated in Circular No. 32/2023/TT-BYT.

Individuals aged 18 and above are entitled to a full range of clinical and paraclinical examinations as stipulated in Circular No. 32/2023/TT-BYT.

Regarding screening, Hanoi proposes to implement the regulations outlined in Decision No. 3765/QD-BYT dated June 21, 2018, of the Ministry of Health. Accordingly, the city will support screening for the following diseases: type 2 diabetes; asthma; hypertension; chronic obstructive pulmonary disease; breast cancer; cervical cancer; oral cancer; colorectal cancer; prostate cancer; depression; anxiety disorders; and alcohol-induced mental disorders.

The city will subsidize the costs of medical examinations and paraclinical tests at the rates covered by health insurance, and for medical examination and treatment services paid for by the state budget as stipulated by competent authorities, for state-owned medical facilities in the city.

Hanoi plans to allocate a total of approximately 1,840 billion VND to support free periodic health check-ups or screenings for 100% of its residents, with the estimated cost for these check-ups being around 1,840 billion VND.

According to the drafting agency, the resolution's development is consistent with the actual situation, contributing to social welfare and reflecting the city's humanitarian spirit. In particular, protecting, caring for, and improving the health of the people is the goal, the driving force, and the top political priority, holding a high position in development strategies and policies.

This is also the responsibility of the entire political system, of the whole society, and of every citizen; it is consistent with the budgetary capacity and aims to reduce the burden of healthcare costs for people in Hanoi.

Regular health check-ups or free screenings once a year in Hanoi are expected to help people detect symptoms early, before they become severe or develop complications, making treatment more difficult.

In addition to proposing regulations to support free annual health check-ups or screenings for residents in the area, the Hanoi People's Committee also proposed many other regulations to support social welfare.

Accordingly, Hanoi proposed regulations on policies to support medical examination and treatment costs outside the scope of health insurance; regulations on the price of out-of-hospital emergency services and the co-payment rate for patients using out-of-hospital emergency services as a basis for implementing payment support; and regulations on services and prices for mobile, remote, and digitally-based medical examination and treatment services.
