Hanoi is accelerating the development of rental housing to meet the needs of low-income earners and workers. According to the city's Department of Construction, in June alone, the city plans to start construction on approximately 6,000-7,000 rental housing units in 2-3 specialized projects and 7 social housing projects with a rental housing ratio of 5% to 20%.
Currently, there are approximately 14,351 rooms and apartments for rent in the city, including public housing, social housing for rent, worker accommodation, student housing, and housing owned by the state.
In the coming period, new social housing projects and multi-purpose urban areas will have to allocate at least 10% of their housing units for rent or lease-to-own, according to the Housing Development Program for the period 2021-2030. According to the Hanoi People's Committee, this policy will contribute to increasing the supply of rental housing and expanding access to housing for the people.
Besides the rental segment, Hanoi is also preparing to enter a phase of accelerated development of social housing. Currently, the city has 90 social housing projects with a scale of approximately 83,000 apartments that have been approved for investment. Of these, 41 projects with about 32,000 apartments are expected to start construction in 2026, with 7 projects with about 11,000 apartments starting in June alone.
According to the plan, the city will have 29 more projects started in 2027. Currently, 7 projects are undergoing investment procedures.
For projects still facing obstacles in land clearance or investment preparation procedures, the Hanoi People's Committee has assigned relevant departments and agencies to review, guide investors, and propose solutions to expedite implementation.
Notably, the city is promoting a multi-purpose urban model, in which 40-50% of the housing stock is allocated for resettlement, approximately 20% for social housing, and the remainder for commercial housing. According to the management agency's assessment, this model allows for flexible conversion of functions according to actual needs, while reducing the pressure to build separate resettlement areas.
