The Hanoi Department of Education and Training has just sent a document to the People's Committees of wards, communes, units and schools on strengthening school security and safety and implementing school culture in the 2025-2026 school year.
Regarding school security and safety, the Department especially emphasizes strict management of students' use of phones and broadcasting equipment on school grounds to ensure effective teaching and learning.
A representative of the Hanoi Department of Education and Training said that strict management of mobile phones and broadcasting devices is necessary to limit students' distraction from studying.
Schools are required to collect devices before the first class and return them after students have finished their lessons. This management is done on a classroom-by-class basis.
If the teacher requires the use of cell phones for the purpose of instruction, students will be allowed to bring them into class at the teacher’s direction. However, the lesson must be designed so that it is not mandatory for all students to have cell phones.
Previously, in November 2024, the Hanoi Department of Education and Training issued a document instructing schools to strengthen control over the use of phones in schools due to concerns about affecting the quality of education .
However, in the 2024-2025 school year, some schools still loosened management, causing many parents to report that their children still used phones during class, secretly accessed social networks, texted or played video games.
The Hanoi Department of Education and Training also called on parents to cooperate with schools in educating and managing their children to use mobile devices for the right purposes and in accordance with regulations.
In addition, the Hanoi Department of Education and Training directed schools to publicize hotlines to receive and promptly handle complaints related to school security, safety and school violence.
