Hanoi strengthens inspection and examination of the arrangement, management and handling of headquarters and public assets.

The City People's Committee has just issued Official Dispatch No. 5252/UBND-KT dated September 25 on the implementation of Official Dispatch No. 06/CD-BTC dated August 25, 2025, Document No. 13983/BTC-KTDP dated September 9, 2025 and Document No. 14388/BTC-NSNN dated September 15, 2025 of the Ministry of Finance .

The City People's Committee requests agencies and units to proactively study and promptly update newly issued legal regulations related to two-level local government; strictly and fully implement regulations and instructions of the Ministry of Finance; promptly handle difficulties and problems and synthesize and report to the City People's Committee (through the Department of Finance) according to their authority.

At the same time, agencies and units continue to review all legal documents, especially regulations on decentralization, delegation of power, and division of authority in the process of operating two-level local government.

Regarding administrative procedures, the city requires units to fully announce and publicize administrative procedures (TTHC) in the financial sector at the local level and the Public Administration Service Center to ensure convenience and ease of reference for people and businesses. In particular, agencies and units develop and promulgate internal procedures and electronic procedures (if necessary) for handling each TTHC in the financial sector implemented at the city and commune levels to ensure uniform application.

Regarding finance and budget, the city requires units to review and ensure budget balance, allocate regular expenditures to meet the requirements of maintaining the apparatus' operations, performing political tasks, social security, and supporting people and businesses. The Department of Finance synthesizes and reports the results of regular expenditure savings according to Resolution No. 173/NQ-CP of the Government, including reviewing, cutting, and arranging unnecessary expenditures; prioritizing resource allocation for expenditure tasks serving the arrangement of administrative units; developing solutions to balance revenue and expenditure of budgets at all levels, to be completed by 2025.

The Department of Science and Technology shall preside over and coordinate with units to urgently review and determine tasks, programs, projects, and develop budget estimates for science, innovation, and digital transformation to meet the requirements of Resolution No. 57-NQ/TU and Plan 02-KH/BCĐTU according to regulations and instructions of the Ministry of Science and Technology .

Agencies and units focus on accelerating the progress of assigning, allocating and disbursing the 2025 public investment plan, prioritizing key and urgent projects related to technical and social infrastructure in newly arranged localities; implementing payment and settlement procedures for public investment capital; promptly reporting and proposing adjustments to capital plans, supplementing capital or removing difficulties in investment procedures for slow-to-implement projects. In particular, agencies and units ensure 100% disbursement of estimates and plans in accordance with the direction of the Government and the Prime Minister.

Regarding the implementation of arrangement, planning and handling of public assets, the city requires specialized departments to coordinate with the People's Committees of wards, communes and related units to urgently advise on the adjustment of all types of planning and plans under the authority of the city to serve the arrangement, planning and handling of headquarters, housing and land facilities; planning of political and administrative centers of the city and commune levels to ensure long-term vision...

In particular, departments, branches and localities should strengthen inspection and examination of the arrangement, organization and handling of headquarters and public assets of agencies, organizations and units under their management, and handle the responsibilities of groups and individuals who are slow or do not comply with regulations.
