The basic content of the Resolution stipulates the order, procedures and responsibilities of state management agencies, organizations and individuals involved in the construction of new, adjustment of economic and technical norms when there are changes in technology, conditions, construction measures, legal regulations or economic and technical norms that are no longer suitable to practical requirements; or when applying foreign regulations and standards proposed and reported by project and construction investors for construction works that have not been regulated or have been regulated but use new technology, measures, and construction conditions that have changed but have not been regulated in the norm systems issued by competent state agencies.
The Resolution also stipulates newly established economic and technical norms and adjusts regulations to ensure correct and sufficient calculation of necessary costs to complete a public service or product that meets the criteria, standards, and quality according to current regulations.
The Resolution also mentions newly built and adjusted economic and technical norms to meet general requirements on the structure of economic and technical norms and ensure the procedures prescribed in the Resolution.
Along with that are regulations on responsibilities in the process of new construction, adjustment of economic and technical norms, investors, units proposing new construction, adjusting norms are responsible, reporting to the investment decision maker on progress, implementation content and specialized agencies under the investment decision maker to monitor and supervise the implementation organization.
The City People's Council also passed a Resolution regulating the order and procedures for selecting and applying domestic and foreign technical standards and regulations; the order and procedures for developing standards and regulations of Hanoi city (implementing Clause 5, Article 37 of the Law on the Capital).
The issuance of the Resolution will have positive impacts on the development of the city's technical infrastructure. The choice to apply international standards in a number of large projects with foreign elements or to develop and apply local standards for a number of specific projects will help improve the quality of works, meet the requirements of safety, sustainability and economic efficiency, and at the same time, create favorable conditions for attracting foreign investment.
The Resolution creates a legal basis for the City People's Committee in managing investment projects, enhancing the effectiveness and efficiency of state management. Simplifying administrative procedures with clear and transparent procedures, shortening processing time and reducing costs for businesses and people.
